The EED creates an opportunity for Member States to introduce a step-change in the levels of investment into energy efficient buildings, as it requires the Member States to establish by April 2014 a long-term strategy for mobilising investment in the renovation of the national stock of residential and commercial buildings, and to facilitate the establishment of financing facilities for energy efficiency improvement measures to maximise the benefits of multiple streams of financing.

Whereas regional policy has traditionally financed energy efficiency investments only in public and commercial buildings, it is now possible to use these funds in the residential sector in all Member States; and the use of financial engineering instruments has been extended to energy efficiency in buildings.

In residential buildings, retrofitted wall and roof insulation offer the greatest opportunities, while in commercial buildings, improved energy management systems are very important.

Bearing in mind that the Council conclusions of 10 June 2011 on the Energy Efficiency Plan 2011 stressed that buildings represent 40 % of the Union’s final energy consumption, and in order to capture the growth and employment opportunities in the skilled trades and construction sectors, as well as in the production of construction products and in professional activities such as architecture, consultancy and engineering, Member States should establish a long-term strategy beyond 2020 for mobilising investment in the renovation of residential and commercial buildings with a view to improving the energy performance of the building stock.

Owners and tenants of commercial buildings should also be encouraged to exchange information regarding actual energy consumption, in order to ensure that all the data are available to make informed decisions about necessary improvements.
Eigenaren en huurders van bedrijfspanden dienen tevens te worden aangemoedigd om informatie uit te wisselen over het daadwerkelijke energieverbruik, teneinde te waarborgen dat alle gegevens beschikbaar zijn om een geïnformeerde keuze te kunnen maken over de nodige verbeteringen.

Whereas the differences in national laws concerning commercial representation substantially affect the conditions of competition and the carrying-on of that activity within the Community and are detrimental both to the protection available to commercial agents vis-à-vis their principals and to the security of commercial transactions; whereas moreover those differences are such as to inhibit substantially the conclusion and operation of commerical representation contracts where principal and commercial agents are established in different Member States;
