2. Notes with concern that according to the Court of Auditors' report, the Centre held cash and short term deposits amounting to EUR 35 million at the end of 2012; notes that the Centre cannot adjust prices during the year in order to balance income and expenditure, although it has occasionally refunded its clients in order to reduce the surplus; calls on the Centre, together with the Commission, to propose a remedy to this situation;

Notes the ESRB’s statement of views of 9 December 2011 containing its reservations as regards a financial indicator, in which it states that the scoreboard ‘should include short-term liabilities (the sum of liabilities maturing within one year) for the unconsolidated financial sector, net of bank deposits, as a share of total liabilities’ and that ‘this indicator should be preferred to indicators based on flow-of funds equity measures, such as leverage or gearing ratios, because since equity is estimated at market values it is very sensitive to movements of the stock market’; reminds the Commission that Article 4(5) of the MIP Regulation stipulates that ‘the work of the ESRB shall be taken into due consideration in the drafting of indicators relevant to financial market stability’;

Guarantee schemes may use their financial means also in order to avoid a bank failure without being restricted to financing the transfer of deposits to another credit institution, provided that the guarantee schemes intended to monitor the risk situation of their members can have adequate alternative financing arrangements in place to enable them to obtain short-term funding where necessary to meet claims against them.

Stresses the need for coordination at European level, such as offering an EU-wide guarantee for deposits and liabilities of systemically important institutions; notes that this short-term guarantee should also cover unsecured lending between regulated institutions in order to revive the inter-bank market; welcomes the fact that all Member States will take the same approach, but insists that they should do so whatever the nationality of the institutions operating in the respective countries in order to maintain a level playing field; considers, in line with the European Council, that any action taken at national level should take into account its cross-border effects in terms of systemic risk, solvency level, distortion of competition and supervision mechanisms;
5. onderstreept de noodzaak van een coördinatie op Europees niveau zoals het bieden van een garantie in de gehele EU voor tegoeden en passiva van instituties die van het belang voor het systeem zijn; stelt vast dat deze garantie op de korte termijn ook betrekking moet hebben op onderlinge leningen zonder garanties van gereguleerde instituties, zodat de interbancaire markt nieuw leven wordt ingeblazen; juicht het toe dat alle lidstaten dezelfde aanpak volgen, maar dringt erop aan dat zij dit doen ongeacht de nationaliteit van de financiële instellingen die in de diverse landen actief zijn, om een vergelijkbare uitgangspositie voor iedereen te scheppen; is van mening met de Europese Raad dat bij maatregelen die op nationaal niveau worden genomen, rekening moet worden gehouden met grensoverschrijdende effecten ervan met betrekking tot risico's voor het systeem, het solvabiliteitsniveau, concurrentieverstoring en toezichtsmechanismen;
