The approach adopted in this Directive is to ensure the essential harmonisation necessary and sufficient to secure the mutual recognition of authorisation and of prudential supervision systems, making possible the grant of a single authorisation valid throughout the Community and the application of the principle of home Member State supervision.
Met de richtlijn wordt beoogd alleen de wezenlijke, noodzakelijke en voldoende harmonisatie tot stand te brengen om te komen tot een wederzijdse erkenning van de vergunningen en van de stelsels voor het prudentieel toezicht, waardoor één en dezelfde vergunning voor de gehele Gemeenschap geldig is en waarbij het beginsel van toezicht door de lidstaat van herkomst wordt toegepast.

(9) This Directive follows the approach of Community legislation adopted in respect of direct insurance by carrying out the harmonisation which is essential, necessary and sufficient to ensure the mutual recognition of authorisations and prudential control systems, thereby making it possible to grant a single authorisation valid throughout the Community and apply the principle of supervision by the home Member State.

In line with the principles constituting the internal market the authorisation should be valid throughout the Community and no further authorisations for the transit through other Member States or for import in other Member States should be necessary.
In overeenstemming met de beginselen van de interne markt is de toestemming geldig in de hele Gemeenschap en is geen andere toestemming voor de doorvoer door andere lidstaten of voor de invoer in andere lidstaten noodzakelijk.

In line with the principles constituting the internal market the authorisation should be valid throughout the Community and in principle no further prior authorisation for the transit through other Member States or for import in other Member States should be necessary.
In overeenstemming met de beginselen van de interne markt is de toestemming geldig in de hele Gemeenschap en in principe is er geen andere voorafgaande toestemming voor de doorvoer door andere lidstaten of voor de invoer in andere lidstaten noodzakelijk.

(7) The approach adopted consists in bringing about such harmonisation as is essential, necessary and sufficient to achieve the mutual recognition of authorisations and prudential control systems, thereby making it possible to grant a single authorisation valid throughout the Community and apply the principle of supervision by the home Member State.
(7) De gekozen aanpak behelst een wezenlijke, noodzakelijke en voldoende harmonisatie tot stand te brengen om te komen tot een wederzijdse erkenning van de vergunningen en van de stelsels van bedrijfseconomisch toezicht, waardoor één en dezelfde vergunning voor de gehele Gemeenschap geldig is en waarbij het beginsel geldt dat het toezicht wordt uitgeoefend door de lidstaat van herkomst.

(14 ) The grant to the issuer of a single passport, valid throughout the Community, and the application of the country of origin principle require the identification of the home Member State as the one best placed to regulate the issuer for the purposes of this Directive.
(14) De verlening aan de uitgevende instelling van het, in de gehele Gemeenschap geldige ene paspoort en de toepassing van het beginsel van de lidstaat van herkomst vergen dat de lidstaat van herkomst voor de toepassing van deze richtlijn wordt aangewezen als de lidstaat die in de beste positie verkeert om toezicht uit te oefenen op de uitgevende instelling.

* Community customs administrations act as if they were a single administration; this involves the possibility of exchanging information between traders and customs authorities in any Member State in the same way, as well as between these authorities, the granting of authorisations valid throughout the Community within strict deadlines, and the use of common procedural rules, interfaces, data requirements and risk criteria;

Recital 3 of the ISD makes it clear that the objective of the Directive is "[...] to secure the mutual recognition of authorisation and of prudential supervision systems, making possible the grant of a single authorisation valid throughout the Community and the application of the principle of home Member State supervision". [18]
Overweging 3 van de RBD stelt expliciet dat met de richtlijn wordt beoogd "[...] te komen tot een wederzijdse erkenning van de vergunningen en van de stelsels van prudentieel toezicht, waardoor één en dezelfde vergunning voor de gehele Gemeenschap geldig is en waarbij het beginsel geldt dat het toezicht wordt uitgeoefend door de lidstaat van herkomst" [18].

The Community patent as proposed by the Commission will have the following characteristics: a Community patent will have a unitary character, it will be valid throughout the Community and it will be the subject of a single set of rules.
