(15) Whereas, to ensure the Community nature of the operations of the Funds, the areas undergoing socio-economic change in the industrial sector and the declining rural areas should, as far as possible, be designated on the basis of objective indicators defined at Community level; whereas, furthermore, the population covered by this priority objective taken over the Community as a whole, for guidance, should constitute about 10 % of the population of the Community in the case of the industrial areas, 5 % in the case of the rural areas, 2 % in the case of the urban areas and 1 % in the case of the fisheries areas; whereas, in order to ensure that each Member State makes a fair contribution to the overall effort towards concentration, the maximum possible reduction in population covered by Obejctive 2 in 2006, set out in this Regulation, must not exceed one third compared to the coverage under Objectives 2 and 5b in 1999, set out in Regulation (EEC) No 2052/88;
(15) Overwegende dat het, om het communautaire karakter van het optreden van de Fondsen te waarborgen, dienstig is dat de zones waar sociaal-economische veranderingen in de industrie plaatsvinden en de in verval geraakte plattelandszones, zoveel mogelijk worden vastgesteld aan de hand van objectieve indicatoren die op communautaire schaal worden toegepast; dat bovendien de bevolking die door deze prioritaire doelstelling wordt bestreken, op communautair niveau en bij wijze van indicatie, over het geheel genomen voor de industriezones ongeveer 10 % van de bevolking van de Gemeenschap, voor de plattelandszones 5 %, voor de stedelijke zones 2 % en voor de visserijzones 1 % moet uitmaken; dat, om te waarborgen dat elke lidstaat op billijke wijze aan de totale concentratie-inspanning bijdraagt, het deel van de bevolking dat in 2006 door de in deze verordening neergelegde doelstelling 2 wordt bestreken, ten opzichte van het in 1999 door de in Verordening (EEG) nr. 2052/88 neergelegde doelstellingen 2 en 5b bestreken deel van de bevolking niet meer dan een derde kleiner mag zijn;
