(9a) In the Declaration by the European Social Partners on Social Partner Involvement in European Economic Governance adopted on 24 October 2013, the EU social partners confirmed their support for the Tripartite Social Summit for growth and employment and called for a coherent process of consultation of the social partners in the context of the European Semester.
(9 bis) In de verklaring van de Europese sociale partners van 24 oktober 2013 over de deelname van de sociale partners aan het Europees economisch bestuur bevestigen de Europese sociale partners hun steun voor de tripartiete sociale top voor groei en werkgelegenheid en vragen zij om een coherent proces van raadpleging van de sociale partners in de context van het Europees semester.

12. Calls on the Commission to insist on the submission of National Job Plans by Member States as part of their National Reform Programme in the framework of the European Semester; recognises that National Job Plans must be consistent in their structure and content in order to fulfil their objective; insists that clear guidance on the content and structure of job plans must be provided by the Commission and adhered to by Member States in their submissions under the Annual Growth Survey and other Economic and Social Governance measures; proposes that these National Job Plans should be subject of a tripartite social summit as provided for by Article 152(2) TFEU;
12. verzoekt de Commissie er bij de lidstaten op aan te dringen dat zij als onderdeel van hun nationale hervormingsprogramma in het kader van het Europees Semester nationale banenplannen indienen; wijst erop dat banenplannen een consistente opzet en inhoud moeten hebben om hun doelstelling te kunnen bereiken; benadrukt dat de Commissie duidelijke richtsnoeren voor de inhoud en opzet van banenplannen moet verstrekken, waaraan de lidstaten zich bij de indiening van die plannen in het kader van de jaarlijkse groeianalyse en andere maatregelen van het economisch en sociaal bestuur, moeten houden; stelt voor om over deze nationale banenplannen een tripartiete sociale top te houden als bedoeld in artikel 152 VWEU;

C. whereas poverty and social exclusion increased and involved new social categories between 2000 and 2008 despite the undertakings given by the Union in relation to the target, set at the Lisbon summit of 23 and 24 March 2000, of eradicating poverty in the EU by 2010, and the progress which the Nice European Council of 7 and 9 December 2000 agreed should be made; whereas it is impossible to reduce poverty and social exclusion, or to boost inclusive growth, if nothing is done to combat inequality and discrimination, or if countries' economies do not develop and there is no solidarity with the weakest groups in society, that is, if national wealth is not shared fairly;
C. overwegende dat de armoede en de sociale uitsluiting tussen 2000 en 2008 zijn toegenomen en ook andere bevolkingsgroepen hebben getroffen, ondanks de toezeggingen van de Unie die samenhangen met de doelstelling de armoede in de EU uiterlijk tegen 2010 uit te roeien, zoals tijdens de top van Lissabon op 23 en 24 maart 2000 werd overeengekomen, of die samenhangen met de te boeken vooruitgang zoals afgesproken op de Europese Raad van 7 tot en met 9 december 2000 in Nice; dat armoede en uitsluiting niet kunnen worden teruggedrongen en dat niet voor inclusieve groei kan worden gezorgd zonder bestrijding van de ongelijkheden en de diverse vormen van discriminatie, of zonder de garantie op ontplooiing van de nationale economieën en op solidariteit met de zwakste groepen in de samenleving, en daarmee een rechtvaardige en adequate verdeling van de welvaart van het land;

14. Takes the view that, notwithstanding mobilisation of all available labour resources, some increase in the level of pension expenditure in relation to GDP is inevitable; stresses that economic growth and sustained productivity gains will be decisive factors in meeting this challenge with regard to public budgets; welcomes, in this connection, the strategy laid down at the Lisbon European Council summit aimed at sustainable economic growth with more and better jobs and greater social cohesion;
14. is van mening dat, ondanks een mobilisatie van heel het beschikbare werkgelegenheidspotentieel, een zekere toeneming van het gewicht van de pensioenuitgaven ten opzichte van het BIP onvermijdelijk is; benadrukt dat aanhoudende economische groei en productiviteitsstijgingen van betekenis zullen zijn om de problemen op te lossen waarvoor de overheidsbegrotingen hierdoor worden geplaatst; is in dit verband tevreden met de strategie die op de Europese Raad van Lissabon werd vastgesteld om naar een duurzame economische groei te streven, vergezeld van een kwantitatieve en kwalitatieve verbetering van de werkgelegenheid en een sterkere mate van sociale samenhang;
