- Quality of social policy implies a high level of social protection, good social services available to all people in Europe, real opportunities for all, and the guarantee of fundamental and social rights.

Within this framework, four linked strategic areas of focussed policy interventions are proposed. These are: (a) The countryside: eliminating differences in economic opportunities and quality of life enjoyed by urban and rural population in the context of integrated rural development; (b) The elderly: securing income support for those on low pensions and promoting accessibility to all social services; (c) Promoting access in employment: emphasis is placed on five population groups (Women, Older workers, Young people, Disabled people and Immigrants), while it considers critical the objectives of making work pay and transforming undeclared labour into regular employment; (d) Quality of governance: entailing four priority issues: strategic intervention; structured dialogue with civil society; decentralisation of actions; range and quality of services.

The Rapporteur highlights that re-evaluating educational systems in Europe requires close cooperation: there is a need to enhance social dialogue between educational institutions and business sector, social partners, social services (labour offices), regional authorities or NGOs to exchange good practices and to promote partnerships as a means of transition from the world of education to the world of business or employment.

Social inclusion policies focus on the obstacles citizens face in accessing education, employment services, financial services, and family and child benefits.

Cross-sectoral policy cooperation between, amongst others, relevant government departments, educational authorities, social services, healthcare services, housing authorities and asylum and immigration services, as well as dialogue with civil society, are essential to ensure an adequate level of support for children with a migrant background and their families.
Sectoroverschrijdende samenwerking qua beleid tussen onder andere de betrokken ministeries, onderwijsautoriteiten, sociale diensten, de gezondheidszorg, huisvestingsautoriteiten en asiel- en immigratiediensten, alsmede een dialoog met het maatschappelijk middenveld, zijn onontbeerlijk om een voldoende mate van steun voor kinderen met een migrantenachtergrond en de gezinnen waaruit ze komen, te verzekeren.

Notes that farming is very often the last activity to survive in rural areas and that incentives for young people to set up in farming should therefore be introduced; points out, however, that, over and above the need for holdings to be viable, efforts are also required to make the rural environment a place in which people wish to live, by fostering equal access to public services (post offices, schools, public transport, health services, etc.) and maintaining normal service provision (shops and trades, childcare facilities, care facilities for the elderly, social housing, rental accommodation, etc.) and social amenities to prevent people from feeling isolated (cafés, community centres, sports centres, etc.);

I welcome this report which focuses on a number of key policy priorities including: increasing labour market participation; modernising social protection systems; tackling disadvantages in education and training; eliminating child poverty; ensuring decent accommodation; improving housing standards and addressing the lack of social housing for vulnerable groups; improving access to quality services such as health and long-term care services, social services and transport; and overcoming discrimination and increasing the integration of ethnic minorities and immigrants.

Stresses the need to prioritise tackling the issues of unemployment, poverty and social exclusion, and that this will require the revision of the existing economic and financial policies, especially the Stability Pact, the Lisbon strategy, internal market policy and competition policy, with a view to the creation of a Pact for Development and Employment which will give priority to achieving a high employment rate and creating long-term quality jobs backed up by workers' rights, investment, and public services observing high standards and ensuring social inclusion, in particular in the fields of education, public health, childcare, care of dependent persons, public transport and social services;
