(a) fully build on and complete the work carried out by the TAXE special committee in particular to address unresolved issues highlighted in its abovementioned resolution of 25 November 2015 , to access relevant documents for its work, including the minutes of meetings of the Code of Conduct Group, and to make the necessary contacts and hold hearings with international, European and national institutions and fora, the national parliaments and governments of the Member States and third countries, as well as representatives of the academic community, business and civil society, including the social partners, in close cooperation with the standing committees;

Calls on the European Union and its Member States to ensure, not least through the work of public broadcasting organisations, that appropriate information is provided about the history and culture of Europe and its institutions and about Community programmes in the academic, social and economic fields, in order to open up access to the opportunities which the EU offers;

26. Notes that all children have equal dignity from the point of view of learning and have the right to a basic education; stresses therefore that pupils’ personal situations, e.g. gender, family circumstances, minority or migrant background, a disability and their own learning difficulties (e.g. dyslexia, dysgraphia and dyscalculia) must be taken into account and that these pupils must be given targeted encouragement and educational assistance adapted to their specific needs from the outset, in order to avoid the reproduction of social exclusion and the risk of poverty by enhancing their chances for entering the labour market; stresses that children with no identity papers must be enabled to attend school; recognises that reforms in the fields of integration policy and education policy respectively cannot be considered as separate; proposes, against this background, desegregation policies to change the social make-up of ‘disadvantaged’ schools and supports forms of positive discrimination such as priority education zones and programmes providing targeted support for schools in disadvantaged areas; also points out that, as many studies show, educational establishments which have greater problems as regards coexistence and integration among pupils also have higher drop-out rates and therefore advocates the need for an inclusive school climate; notes, furthermore, that ineffective policies on work-life balance increase the instances of early school leaving and academic failure in general and that it is necessary to intensify efforts to improve work-life balance policies;
26. merkt op dat alle kinderen een gelijke waardigheid hebben als het gaat om leren en dat alle kinderen recht hebben op basisonderwijs; benadrukt daarom dat rekening gehouden moet worden met persoonlijke omstandigheden van leerlingen zoals bijvoorbeeld het geslacht, de gezinssituatie, het behoren tot een minderheid of het hebben van een migrantenachtergrond, handicap of leerproblemen (dyslexie, dysgrafie of dyscalculie), en is van mening dat deze leerlingen van begin af aan gericht benaderd moeten worden en onderwijsbegeleiding op maat moeten krijgen om hun kansen op de arbeidsmarkt te vergroten, teneinde te voorkomen dat zij sociaal uitgesloten blijven en risico op armoede blijven lopen; benadrukt dat kinderen zonder papieren toegang tot onderwijs moeten krijgen; wijst erop dat hervormingen op het gebied van integratiebeleid en hervormingen op het gebied van onderwijsbeleid niet afzonderlijk van elkaar gezien mogen worden; is in dit verband voorstander van desegregatiebeleid om de sociale samenstelling van "kansarme scholen" te veranderen en van positieve discriminatie, zoals "onderwijsprioriteitszones" en programma's die gerichte steun bieden aan scholen in achterstandsgebieden; wijst er tevens op dat uit vele onderzoeken blijkt dat onderwijsinstellingen die te maken hebben met problemen op het gebied van integratie en co-existentie onder leerlingen, ook een hogere schooluitval hebben en benadrukt daarom de noodzaak van een integratiebevorderende sfeer op scholen; merkt verder op dat inefficiënt beleid inzake het evenwicht tussen werk en privéleven bijdraagt aan voortijdig schoolverlaten en schooluitval in het algemeen en dat het derhalve noodzakelijk is dat het beleid inzake het evenwicht tussen werk en privéleven verbeterd wordt;

(10a) As regards academic and vocational qualifications standing outside the 'regulated professions' regime and therefore not covered by the provisions of this Directive, Member States, the social partners and other actors should be encouraged, with the ongoing support of the European Commission, to further develop their voluntary cooperation measures and to work within the subsidiarity principle to effect a more bottom-up approach.
(10 bis) Ten aanzien van de academische en beroepskwalificaties die buiten de regeling betreffende de "reguliere professies" vallen en die derhalve niet onder de bepalingen van deze richtlijn vallen, dienen de lidstaten, de sociale partners en andere betrokkenen met de voortdurende steun van de Europese Commissie te worden aangemoedigd hun vrijwillige samenwerkingsmaatregelen verder te ontwikkelen en in het kader van het subsidiariteitsbeginsel meer voor een aanpak van onderaf te kiezen.

The main objective of this Green Paper is to extend this consultation process to a wider audience, including, i.a., practitioners, such as judges, prosecutors and defence lawyers, people working in the social and probation services, pre-detention establishments and prisons, professional organisations, academic circles, relevant NGOs and public authorities.
Het hoofddoel van dit groenboek is een ruimer publiek bij het raadplegingsproces te betrekken, zoals onder meer beroepsbeoefenaren (rechters, procureurs en advocaten), personen werkzaam in de sociale diensten en de reclassering, instellingen voor voorarrest en gevangenissen, beroepsorganisaties, academici, relevante NGO's en openbare instanties.

It will facilitate interaction between the working parties within the Commission and the contributions from outside actors such as regional and local correspondents, social partners and others involved in the civil society, academics and the general public.
