Notes that the principle of ‘energy efficiency first’ allows for a cost-effective expansion of the share of renewable energy sources in the mix; stresses that saving obligations should be compatible with the development of sustainable renewable energy sources and that synergies should be strengthened for an efficient transition towards a decarbonised, resilient and smart energy system; takes the view that improved cross-regional distribution, storage systems and demand-side management provide good opportunities for the further expansion of optimal locations for wind, hydro and solar power to supply the whole of Europe; is convinced that this will have a dampening effect on energy prices.

Notes that many of the best and most competitive locations for RES in the EU are at a considerable distance from the centres of energy consumption, which makes the optimum use of such locations contingent on the development of transmission and distribution systems and reinforcement of cross-border interconnections; notes also the advantages of decentralised renewable energy supply close to consumption centres; stresses that this can lead to cost reductions, reduce the need for grid extension and avoid congestions when adequate infrastructure is in place; points out that the Commission should facilitate the development of adequate modelling tools to define the optimal mix of distant, large scale generation plants and distribution level installations; stresses the potential of an integrated approach for the energy system that would cover both heat and electricity demand and supply; notes also the potential of local RES production such as micro generation or cooperatives by citizens jointly investing in the production and supply of renewable energy, such as geo-thermal heating and solar power, as mentioned in the Commission Communication;

Calls on the Commission, the Member States and regional and local authorities to invest substantially in ICT-enabled decentralised energy-production systems (including the use of combined heat and power generation advantageously hybridised with renewables such as solar energy-based technologies, with the emphasis on intelligent solar-tracking technologies, and wind technologies), and to amend Community legislation and Member States' laws accordingly; calls on the Commission, the Member States and regional and local authorities always to consider ICTs in tandem with decentralised energy production and distribution;
