Firstly, I was actively involved in the drafting of Law 3871/2010 entitled ''Financial Management and Responsibility' making fundamental amendments to the previous national accounting system and introducing for the first time provisions regarding verification of sound financial management, compliance with international audit standards and accountability of public fund managers, fundamentally altering procedures for drawing up and implementing the Greek government budget. I was also appointed member of the legislative committee responsible for drafting Law 4055/2012 entitled 'Fair Proceedings and Reasonable Duration Thereof', making the Court of Auditors responsible for carrying out targeted audits, performance audits and systemic audits, as well as ensuring compliance by the audited body with instructions previously issued by it.
Allereerst wil ik mijn actieve betrokkenheid vermelden bij wet 3871/2010 getiteld "Begrotingsbeheer en verantwoordelijkheid" waarmee het voormalige overheidsboekhoudsysteem grondig is gewijzigd en die voor het eerst voorziet in de mogelijkheid om controle uit te oefenen op goed financieel beheer, alsook in de toepassing van internationale controlestandaarden en het verantwoordingssysteem voor beheerders van overheidsgeld, met als gevolg dat het tot dan toe geldende systeem voor de opstelling en uitvoering van de overheidsbegroting in Griekenland ingrijpend is herzien. Ik was tevens lid van de commissie voor de opstelling van wet 4055/2012 getiteld "Een eerlijk proces met een redelijke tijdsduur" op grond waarvan de rekenkamer de bevoegdheid werd verleend om gerichte controles, prestatiecontroles en systeemcontroles te verrichten, en die tevens voorzag in de naleving van de desbetreffende aanbevelingen van de rekenkamer door de gecontroleerde instantie.

During my involvement in the CEAD group I have thus actively contributed to the development and updating of the Court's concept for Sound Financial Management audit/performance audit and, in several instances, I have argued that the Court should increase the amount of time given to issues regarding Sound Financial Management.
Tegen deze achtergrond heb ik mij in mijn werk binnen de CEAD-groep actief ingezet voor het verder ontwikkelen en actualiseren van het concept van de Rekenkamer voor de controle/doelmatigheidscontrole op het gezond financieel beheer, en heb er in een aantal gevallen voor gepleit dat de Rekenkamer meer tijd besteedt aan kwesties van gezond financieel beheer.

19. Recalls that, in accordance with Article 53b of the Financial Regulation and Point 44 of the IIA of 17 May 2006, which aim at ensuring effective and integrated internal control of Community funds and national management declarations as a final goal, the Member States have committed themselves to "produce an annual summary at the appropriate national level of the available audits and declarations"; notes that, according to information received from the Commission, only a limited number of Member States have complied with the provisions of the IIA so far; regrets that none of the concrete proposals on national (management) declarations put forward by the European Parliament in its 2003, 2004 and 2005 discharge resolutions are incorporated in the Commission's Audit Strategy and requests the Commission to keep the Parliament informed; reminds the Member States of their obligation to comply with the provisions of the revised Financial Regulation, to which they only recently agreed; reiterates that Member States are further obliged to fulfil the conditions set out in Point 44 of the IIA as well as being obliged under Article 274 TEC to cooperate fully with the Commission according to the principles of sound financial management;
