Following through on its commitment to support Syrian refugees in Turkey, the European Commission is today mobilising additional funding for the Facility for Refugees which has so far given 500.000 children access to education and is supporting 1.2 million refugees with monthly cash transfers.

In the context of the current refugee crisis in Europe, the concrete support actions are decided by the Commission based upon proposals from implementing humanitarian aid organisations with the necessary expertise, such as UN agencies, NGOs, that have a Framework Partnership Agreement with the European Commission, international organisations or specialised services of the Member States.

Building on the experience gained so far with the current pilot project on relocation from Malta, the Commission will support an extension of this project in view of the current influx of migrants seeking international protection there, to be implemented in close cooperation with the United Nations High Commissioner for Refugees and the International Organisation for Migration.

Taking into account the resettlement needs to be set out in the Commission decision establishing the common Union annual priorities for resettlement in accordance with this Decision , it is also necessary to provide additional financial support for the resettlement of persons with respect to ▐ geographic regions and nationalities and to the specific categories of refugees to be resettled, where resettlement is determined to be the most appropriate response to their particular needs.

First, erroneous application of Article 39 of Regulation (EC) No 1260/1999, (1) as the irregularities which provide the basis for the financial correction agreed by the Commission did not exist since the Spanish authorities carried out the appropriate controls systematically in order to meet the requirements for support laid down in Articles 26 and 28 of Regulation (EC) No 1257/1999 (2) and they did so prior to the granting of the support.

Deplores the ongoing violations of human rights and democracy by the military junta in Burma and supports the European Union's commitment to attaining its stated objectives, namely an inclusive and genuine ‘tripartite dialogue’ between the military regime, the democratic opposition (namely the National League for Democracy, which won the 1990 elections) and the ethnic nationalities with a view to securing the national reconciliation which is needed for a transition to democracy in Burma and the establishment of a legitimate, democratic civilian government which respects the human rights of its people and restores normal relations with the international community; welcomes the Council's adoption in November 2007 of a common position renewing existing restrictive measures and introducing additional restrictive measures, but regrets the exclusion from those measures of crucial sectors such as energy and financial and banking sanctions against the military regime; considers in this connection that the adoption of restrictive measures should be accompanied as a matter of course by firm support for civil society, which has not been the case in Burma; condemns the brutal response of the Burmese authorities to the demonstrations by the Buddhist monks and all other peaceful demonstrators; deplores the ongoing arrests and detention of democratic activists and journalists, and calls on the Council to continue to highlight the human rights situation in Burma as a top priority on the UNHRC and to keep up pressure for a second visit to the country by Mr Tomas Ojea Quintana, the UN Special Rapporteur on Human Rights in Burma, to further assess human rights violations; welcomes the appointment of Piero Fassino as European Union Special Envoy for Burma and asks the Commission to actively support the Burmese pro-democracy movement within the framework of the EIDHR; condemns the assassination on 14 February 2008 of Padoh Mahn Sha, the General Secretary of the Karen National Unio ...

The Spanish authorities do not deny that measures 3 to 6 constituted aid, but claim that they did not notify them as they took the view that the measures formed part of an aid scheme to support investment, job creation and SMEs in Andalusia which also provided for the possibility of granting rescue and restructuring aid to SMEs in difficulty, and that had already been approved by the Commission (7) (hereinafter ‘the approved scheme’).
