Speaking at a conference to mark the launch of the "Youth for Europe" programme on Thursday 2 November in Madrid, Mrs Cresson announced an initial citizens' service operation involving 600 volunteers to be launched in the spring of 1996. Speaking to an audience including Mrs Cristina Alberdi, the Spanish Minister for Social Affairs, whose country holds the Presidency of the European Union, Mr Adriano Ossicini, the Italian Minister for Social Solidarity (whose country is to take over from Spain during the first half of 1996), the Ministers for Youth Affairs of the other Member States, the countries of the European Economic Area (Norway, Iceland, Liechtenstein) and the associated countries of central and eastern Europe, Mrs Cresson outlined the difficult situation facing young people and pointed out the original nature of the "Youth for Europe" programme, which permits the development of a true process of learning solidarity and European citizenship.
