The objective of reducing CO2 emissions by means of improvement in motor technology should be underpinned by the development of ecotechnology incorporated into passenger cars, as well as the improvement of road infrastructure, better traffic management, measures to encourage the use of biofuels and appropriate tax arrangements.Consistent with the approach under the voluntary commitments adopted by the manufacturers, this covers those elements that are taken into account in the measurement of the CO2 emissions of passenger cars in accordance with Regulation (EC) No 715/2007 of the European Parliament and of the Council of 20 June 2007 on type approval of motor vehicles with respect to emissions from light passenger and commercial vehicles (Euro 5 and Euro 6) and on access to vehicle repair and maintenance information.
De doelstelling van verlaging van de CO2-uitstoot door middel van verbeteringen van de motortechnologie moet worden ondersteund door de ontwikkeling van in personenauto's geïntegreerde ecologische technologieën, alsmede door een verbeterde wegeninfrastructuur, een beter verkeersbeheer, maatregelen ter bevordering van het gebruik van biobrandstoffen en passende fiscale regelingen. Overeenkomstig de benadering die in het kader van de vrijwillige verbintenissen van de constructeurs is gevolgd, heeft dit betrekking op de elementen waarmee rekening wordt gehouden bij de meting van de CO2-emissies van personenauto's overeenkomstig Verordening (EG) nr. 715/2007 van het Europees Parlement en de Raad van 20 juni 2007 betreffende de typegoedkeuring van motorvoertuigen met betrekking tot emissies van lichte personen- en bedrijfsvoertuigen (Euro 5 en Euro 6) en de toegang tot reparatie- en onderhoudsinformatie.

AIR POLLUTION FROM MOTOR VEHICLES Pending Parliament's Opinion the Council held a debate on the proposals amending Directives 70/220/EEC and 88/77/EEC and providing for: - in the case of the first Directive, a further stage in the reduction of pollutants emitted by light commercial vehicles, through alignment of their emission limit values on those set in Directive 94/12/EEC for passenger cars pending, with a view to stage 2 000, a fundamental rethink of the Community approach to motor vehicle pollution; - in the case of the second Directive, = firstly, an extension of the special arrangements for small diesel engines until 30 September 1999, by prescribing a reduction in the limit value for particulate emissions to 0,25 g/kWh (instead of the current 0,61 g/kWh), on the grounds that those engines cannot yet meet the 0,15 g/kWh limit to be complied with from 1 October 1995 under Directive 91/542/EEC; = secondly, a statistical method to check production conformity.
LUCHTVERONTREINIGING DOOR MOTORVOERTUIGEN De Raad heeft in afwachting van het advies van het Parlement een debat gehouden over de wijzigingsvoorstellen voor de Richtlijnen 70/220 en 88/77 ; die voorstellen beogen : - wat het eerste voorstel betreft, de invoering van een nieuwe fase voor de vermindering van de uitlaatgassen van lichte bedrijfsvoertuigen, doordat de emissiegrenswaarden worden afgestemd op die welke in Richtlijn 94/12 zijn vastgesteld voor personenauto's, dit in afwachting dat voor de fase 2000 de communautaire aanpak van de verontreiniging door auto's fundamenteel wordt herzien ; - wat het tweede voorstel betreft, = enerzijds, een verlenging, tot en met 30 september 1999, van de uitzonderingsregeling voor dieselmotoren met laag vermogen, in die zin dat de grenswaarde voor deeltjesemissies tot 0,25 g/kWh wordt verlaagd (in plaats van de huidige 0,61 g/kWh) ; deze motoren kunnen namelijk nog niet voldoen aan de grenswaarde van 0,15 g/kWh die volgens Richtlijn 91/542 vanaf 1 oktober 1995 zou gelden ; = anderzijds, de invoering van een statistische methode voor de controle op de overeenstemming van de produktie.
