56. Urges the Egyptian authorities to allow the visit of the UN Special Rapporteur on Violence against Women, which has been agreed on in principle, but has been pending since early 2014, and to invite the relevant UN human rights mechanisms and procedures in particular, the Special Rapporteur on Freedom of Assembly, the Special Rapporteur on Torture, the Special Rapporteur on Human Rights while Countering Terrorism, and the Special Rapporteur on the Independence of Judges and Lawyers; calls on the Egyptian authorities to ensure the compliance of domestic law with international human rights standards and to immediately withdraw Law No 136/2014 and put an end to military trials for civilians, as well as cancel all verdicts issued against civilians by military courts and order immediate retrials before civilian courts; calls on the EU and its Member States to support a strong statement on those issues;
56. vraagt de Egyptische autoriteiten met klem om in te stemmen met het bezoek van de speciale rapporteur van de VN inzake geweld tegen vrouwen, waarvoor in theorie al toelating is verleend maar dat sinds begin 2014 wordt uitgesteld, en om een uitnodiging te doen toekomen aan alle relevante VN-mensenrechtenmechanismen, in het bijzonder de speciale rapporteur inzake de vrijheid van vergadering, de speciale rapporteur inzake foltering, de speciale rapporteur inzake de mensenrechten bij terrorismebestrijdingen de speciale rapporteur inzake de onafhankelijkheid van rechters en advocaten; vraagt de Egyptische autoriteiten ervoor te zorgen dat de binnenlandse wetgeving overeenstemt met de internationale mensenrechtennormen, wet nr. 136/2014 onverwijld in te trekken, een eind te maken aan militaire rechtszaken tegen burgers, alle door militaire rechtbanken uitgesproken vonnissen tegen burgers te annuleren en bevel te geven tot onmiddellijke nieuwe processen voor burgerlijke rechtbanken; vraagt dat de EU en haar lidstaten een duidelijke verklaring over deze onderwerpen afleggen;

Calls on the Council and Commission to encourage Libya to fully respect its pledges given when acceding to the UNHRC and thus urges Libya to issue standing invitations to those appointed under UN special procedures such as the UN Special Rapporteur on extrajudicial, summary or arbitrary executions, the Special Rapporteur on torture, the Special Rapporteur on freedom of expression and the Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance as well as the Working Group on enforced and involuntary disappearances and the Working Group on arbitrary detentions, as requested in the recent Universal Periodic Review on Libya; calls in the same spirit for unfettered access to the country for independent scrutiny of the overall human rights situation;

F. whereas Article 23(1) and (3) of Regulation (EC) No 1905/2006 stipulate respectively that (Article 23(1)) "in the event of unforeseen and duly justified needs or circumstances related to natural disasters, civil strife or crises, and which cannot be funded under Regulation (EC) No 1717/ 2006 or Regulation (EC) No 1257/96, the Commission shall adopt special measures not provided for in the strategy papers or multiannual indicative programmes (hereinafter referred to as "special measures")", that "special measures may also be used to fund measures to ease the transition from emergency aid to long-term development operations including those to better prepare people to deal with recurring crises", and that (Article 23 (3)) "where the cost of such measures exceeds EUR 10 million, the Commission shall adopt them under the management procedure referred to in Article 35(2)",
F. overwegende dat artikel 23, leden 1 en 3, van Verordening (EG) nr. 1905/2006 respectievelijk bepalen dat (artikel 23, lid 1) "in geval van onvoorziene en naar behoren gerechtvaardigde behoeften of omstandigheden in verband met natuurrampen, burgeroorlog of crisissituaties, waarvoor geen middelen beschikbaar zijn krachtens Verordening (EG) nr. 1717/2006 of Verordening (EG) nr. 1257/96 door de Commissie buiten de strategiedocumenten en de indicatieve meerjarenprogramma's om "bijzondere maatregelen" (worden) getroffen", dat "met bijzondere maatregelen tevens acties (kunnen) worden gefinancierd die de overgang van noodhulp naar ontwikkelingsactiviteiten op de lange termijn vergemakkelijken, waaronder activiteiten om de bevolking beter voor te bereiden op terugkerende crises", en dat (artikel 23, lid 3) "bijzondere maatregelen van meer dan 10 miljoen EUR door de Commissie volgens de in artikel 35, lid 2, bedoelde beheersprocedure (worden) goedgekeurd",

15. Regrets that there is only one woman currently serving as Personal Representative of the EU High Representative for the Common Foreign and Security Policy (CFSP) out of 14 positions of EU Special Representative/Personal Representative/Special Envoy or Special Coordinator ; urges the EU High Representative for the CFSP to appoint more women to the positions of Special Representative of the Secretary-General (SRSG), Representative or Special Envoy; calls upon the EU High Representative for the CFSP to request that Member States submit to him the names of female candidates alongside those of male candidates when he is considering filling such high-level positions;
