Given the role of social dialogue in the establishment and implementation of successful flexicurity strategies, the Commission invites the European social partners to engage in a dialogue at Community level, on the basis of the common principles of flexicurity approved by the European Council.

The Commission contributes inter alia through inclusion of a chapter dedicated to energy efficiency in training programmes for social partners and through adequate financing of these programmes, to ensuring that the remit of European social dialogue bodies (European Works’ Councils, European sectoral social dialogue committees, European works’ councils employment-skills) is extended to include energy efficiency.

If the European social partners on the social dialogue committee fail to conclude an agreement, the Commission shall present to the European Parliament and the Council not later than . * a proposal relating to the introduction of a European driving licence for train drivers carrying out cross-border services and specific proposals concerning the harmonisation of driving times and rest periods for train drivers and staff accompanying trains who perform vital safety tasks.

Considers that social dialogue must be fostered and strengthened as a key factor in meeting the social and labour market policy challenges facing Europe, but also as a key factor in a more pro-active macro-economic dialogue to develop a positive interaction between economic, social and employment policies; therefore expects that the social partners to be involved on a structural basis in the preparation of the annual Spring summits and that the relevant NGOs will also be involved in these preparations, in particular at the annual meeting held before them; supports therefore the replacement of the Standing Committee on Employment by a tripartite concertation committee for growth and employment, as asked for by the social partners in their joint contribution to the Laeken European Council; also expects the Commission to support employees and their representatives so that they have access to qualified experts;
