TRADUCTIONS EN CONTEXTE

Due to the importance of the substances in the Groups A (1) to A (4) in Annex I to Directive 96/23/EC and the fact that RIKILT – Institute of Food Safety was selected as fulfilling all the required criteria, it should be designated as the competent EU reference laboratory for residues of veterinary medicines and contaminants in food of animal origin, for residues listed in Annex I, Group A (1), (2), (3), (4), Group B (2)(d) and Group B (3)(d) to Directive 96/23/EC as of 1 January 2012.
Gezien het belang van de stoffen van groep A, punten 1 tot en met 4, van bijlage I bij Richtlijn 96/23/EG en het feit dat de keuze is gevallen op het RIKILT – Instituut voor Voedselveiligheid, op grond dat het aan alle voorgeschreven criteria voldoet, moet het RIKILT met ingang van 1 januari 2012 voor de in groep A, punten 1, 2, 3 en 4, en groep B, punt 2, onder d), en punt 3, onder d), van bijlage I bij Richtlijn 96/23/EG bedoelde residuen worden aangewezen als het bevoegde EU-referentielaboratorium voor residuen van diergeneesmiddelen en contaminanten in levensmiddelen van dierlijke oorsprong.

This option has three sub-options depending on the target group (wider vs. more selective) and remains within the scope and basic framework of the current Directive, but with facilitation common to all sub-options as regards conditions, procedures and rights.

15. Recognises that the BREF definition procedure has not fully reflected the original intentions of Directive 96/61/EC; calls on the Commission, therefore, to establish clear criteria for BAT selection in line with the objectives of the directive, to propose rules for reporting on industry performance levels, and to define transparent decision-making rules for the Technical Working Groups with appropriate conflict management procedures and adequate possibilities to record minority positions;

In line with this case law, your rapporteur considers that, in order to encourage cooperation among professionals, including those from different countries, the directive should, in cases where groups of operators take part in a single tender, make it possible for the selection criteria specified by the contracting authorities to be met by means of a combination of the personal qualifications of the individual members of the group.
In lijn met deze jurisprudentie is de rapporteur van mening dat de richtlijn, om de samenwerking tussen beroepsbeoefenaars - ook die uit verschillende lidstaten - te stimuleren, zou moeten toestaan dat, in geval van groepsgewijze deelneming aan inschrijvingen, aan de door de aanbestedende diensten vastgestelde selectiecriteria kan worden voldaan door cumulatie van de persoonlijke kwalificaties van de afzonderlijke deelnemers aan de combinaties.

At the same time as data are supplied on hourly concentrations in accordance with Article 11(1) of Directive 96/62/EC, Member States shall report to the Commission, for those selected measuring stations, the number of ten-minute concentrations which have exceeded 500 μg/m3, the number of days within the calendar year on which that occurred, the number of those days on which hourly concentrations of sulphur dioxide simultaneously exceeded 350 μg/m3 and the maximum ten-minute concentration recorded.
