According to the Federal Statistical Office in Germany within the cost structure of the manufacturing sector material costs represent 43% and personnel costs only around 18% while energy costs are attributed to 2%. The European Parliament acknowledged this in its 2011 resolution on an effective raw materials strategy for Europe.

We will make the following changes to the contents of this regulation proposal. We will redefine the European statistical system and fix its activities within Community law. We will define the role of the national statistical offices within the European statistical system, while at the same time ensuring that the subsidiarity principle continues to be fully applied in the Member States, as is prescribed, and we will strive for reference to the European Statistics Code of Practice and its entrenchment in Community law.
Dit voorstel voorziet in de volgende inhoudelijke wijzigingen: het Europees statistisch systeem (ESS) wordt anders gedefinieerd en de activiteiten van het ESS worden in het Gemeenschapsrecht verankerd; de taken van de nationale bureaus voor de statistiek worden in het ESS vastgelegd, onverminderd de volledige toepassing van het subsidiariteitsbeginsel in de lidstaten, zoals voorschreven; en in het Gemeenschapsrecht wordt naar de Praktijkcode Europese Statistieken verwezen.

The derogations have been accorded in order to take account of specific difficulties faced by certain national statistical offices. The purpose of the derogations is to allow those statistical offices to gear up to transmit high-quality data at the end of the transitional period.
Deze afwijkingen zijn toegestaan met het oog op de specifieke problemen waarmee sommige nationale bureaus voor de statistiek af te rekenen hebben, zodat zij in staat worden gesteld na afloop van de overgangsperiode kwalitatief verantwoorde statistische gegevens te verstrekken.

In view of the fact that this may have an effect on the way Community policies are implemented and that the Statistical Office of the European Communities (Eurostat) uses data supplied to it by the Spanish authorities, can the Commission say if it still uses data from the census carried out in Spain in 1988? Are there any internal rules within Eurostat to ensure that such data is regularly updated?
Overwegende dat deze omstandigheid verandering kan brengen in het communautaire beleid en dat het Bureau voor de Statistiek van de Europese Gemeenschappen (Eurostat) gebruik maakt van de gegevens die door de Spaanse overheid worden doorgegeven kan de Commissie mededelen of zij nog steeds de gegevens van de Spaanse volkstelling van 1988 hanteert en of er bij Eurostat interne regels bestaan voor een regelmatige bijwerking van genoemde gegevens?
