In order to effectively combat discrimination in accordance with Article 10 of the Treaty on the Functioning of the European Union (TFEU), to assist in ensuring compliance with Article 21 of the Charter of Fundamental Rights of the European Union, and to pursue the aim of full employment and social progress, in accordance with Article 3 of the Treaty on European Union (TEU), as well as in order to monitor progress towards Union policy objectives, such as the Europe 2020 headline targets, it is necessary to have comparable, reliable and objective statistics on the situation of employed persons, unemployed persons and persons outside the labour market, while respecting statistical confidentiality, privacy and protection of personal data.

(9) In accordance with the principle of proportionality, as set out in Article 5 of the Treaty on European Union, it is necessary and appropriate for the achievement of the basic objective of the alignment of the powers conferred on the Commission with Articles 290 and 291 of the Treaty on the Functioning of the European Union to lay down common rules on such alignment in the domain of transport statistics. This Regulation does not go beyond what is necessary in order to achieve that objective, in accordance with Article 5(4) of the Treaty on European Union.
(9) In overeenstemming met het evenredigheidsbeginsel zoals neergelegd in artikel 5 van het Verdrag betreffende de Europese Unie is het voor de verwezenlijking van de basisdoelstelling (de aanpassing van de bevoegdheden van de Commissie aan de artikelen 290 en 291 van het Verdrag betreffende de werking van de Europese Unie ) noodzakelijk en passend gemeenschappelijke voorschriften vast te stellen voor een dergelijke aanpassing op het gebied van vervoersstatistieken. According to published statistics, the European Union earmarked funds of EUR 972.5 million for the Global Fund to fight AIDS, Tuberculosis and Malaria between 2002 and 2010.

Taking into account the financial burden-sharing between the budgets of the European Union and the Member States relating to the implementation of the statistical programme, the Community should also, in accordance with Council Regulation (EC, Euratom) No 1605/2002 of 25 June 2002 on the Financial Regulation applicable to the general budget of the European Communities , make financial contributions to the NSIs and other national authorities in order to cover fully the incremental costs that the NSIs and other national authorities may incur in the execution of the temporary direct statistical actions decided by the Commission.
