De legitimiteit van de Commissie wordt immers vergroot als we strengere richtsnoeren aanhouden. Daar komt bij dat het Parlement steeds nauwer betrokken wordt bij de samenstelling van de Commissie. Onze rol in deze is tegenwoordig dus niet langer uitsluitend symbolisch. Tot slot is het zo dat deze procedure een nieuw evenwicht tot stand brengt tussen de politieke instellingen van Europa. Het gaat hier om mechanismen voor toezicht en de verdeling van bevoegdheden die eigen zijn aan elk constitutioneel stelsel.
