Second assessment of progress made in implementing the Broad Economic Policy Guidelinesproviding input for the 2005 Spring Report | This Communication reviews progress made in implementing the EU’s medium-term economic policy strategy as set out in the 2003-05 Broad Economic Policy Guidelines (BEPGs).[1] Having been adopted in 2003 and updated in 2004[2] to take account of the Union’s enlargement, the guidelines focus on the contribution that economic policies can make to the Lisbon strategy, both through the pursuit of sound macro-economic policies and vigorous economic reform.

Preventive arm Article 5 of Regulation (EC) No 1466/97 provides that “Based on assessments by the Commission and the Economic and Financial Committee, the Council shall [.] assess [.] whether the measures being taken or proposed [by the Member State][.] are sufficient to achieve the medium-term budgetary objective over the cycle.
Preventief deel Artikel 5 van Verordening (EG) nr. 1466/97 bepaalt: „Op basis van beoordelingen door de Commissie en het Economisch en Financieel Comité [...] beoordeelt de Raad of [...] de [door de lidstaat] [...] genomen of voorgenomen maatregelen afdoende zijn om de middellangetermijndoelstelling voor de begroting gedurende de cyclus te halen.

Based on assessments by the Commission and the Economic and Financial Committee, the Council shall, within the framework of multilateral surveillance under Article 121 TFEU, examine the medium-term budgetary objectives presented by the Member States concerned in their stability programmes, assess whether the economic assumptions on which the programme is based are plausible, whether the adjustment path towards the medium-term budgetary objective is appropriate, including consideration of the accompanying path for the debt ratio, and whether the measures being taken or proposed to respect that adjustment path are sufficient to achieve the medium-term budgetary objective over the cycle.

Op basis van beoordelingen door de Commissie en het Economisch en Financieel Comité toetst de Raad in het kader van het multilaterale toezicht op grond van artikel 121 VWEU de middellangetermijndoelstellingen voor de begroting, zoals de desbetreffende lidstaten deze in hun stabiliteitsprogramma hebben beschreven, en beoordeelt de Raad of de economische veronderstellingen waarop het programma is gebaseerd, realistisch zijn, of het aanpassingstraject richting de middellangetermijndoelstelling voor de begroting, met inbegrip van het begeleidingstraject voor de schuldquote, passend is en of de met het oog op het voldoen aan het aanpassingstraject genomen of voorgenomen maatregelen afdoende zijn om de middellangetermijndoelstelling voor de begroting gedurende de cyclus te halen.

When assessing the deviation from the medium-term objective or the path to achieve it, other factors such as potential economic growth, inflation, the existing implicit liabilities related to ageing populations, the impact of structural reforms or the need for additional net investment could be considered.
Bij de beoordeling van de afwijking van de doelstelling op middellange termijn of van het te doorlopen traject om deze doelstelling te bereiken, zouden andere factoren zoals potentiële economische groei, inflatie, latent aanwezige verplichtingen in verband met de vergrijzing, de impact van structurele hervormingen of de nood aan additionele netto-investeringen in aanmerking kunnen worden genomen.

Economic reform: establishment of medium-term economic policy priorities and joint assessment within the framework of the Europe Agreement; acceleration of the privatisation/restructuring of State enterprises (including telecommunications), and the sound development of the financial sector, including acceleration in a transparent manner of banking privatisation and improving bankruptcy proceedings.
Economische hervorming: het vaststellen van de economische beleidsprioriteiten voor de middellange termijn en een gezamenlijke beoordeling binnen het kader van de Europa-overeenkomst; snellere privatisering/herstructurering staatsbedrijven (onder andere telecom), gezonde ontwikkeling financiële sector, onder andere versnelde, transparante privatisering banksector, en betere faillissementsprocedures.

Economic reform: establishment of medium-term economic policy priorities and joint assessment within the framework of the Europe Agreement; implementation of policies to maintain both internal and external balance; improvement of the framework for corporate governance, in particular by accelerating the restructuring of certain industrial sectors, such as steel as well as of banks, by implementing the laws regulating the financial sector (banks and investment companies), and by enforcing the supervision by the new Securities and Exchange Commission.
