Welcomes the fact that annual summaries of audits by the Member States are being made available as from 2008, along with the evaluation and declarations presented in the 2007 annual activity reports of the directorates-general dealing with Structural Funds, and calls on the Commission to make efforts to ensure that these annual summaries can be published together with the Commission's reply; takes the view that the annual summaries drawn up by the Member States are public documents and should therefore also be forwarded to Parliament's committee responsible in the course of the discharge procedure;
26. is verheugd over de terbeschikkingstelling van jaarlijkse overzichten van de controles door de lidstaten vanaf 2008, alsook over de beoordelingen en de verklaringen in de jaarlijkse activiteitenverslagen 2007 van de directoraten-generaal die bij de Structuurfondsen betrokken zijn en roept de Commissie op ernaar te streven dat deze jaarlijkse overzichten samen met het antwoord van de Commissie openbaar gemaakt worden; is van mening dat de door de lidstaten opgestelde jaarlijkse overzichten openbare documenten zijn en daarom gedurende de kwijtingsprocedure ook moeten worden toegezonden aan de bevoegde commissie van het Parlement;

44. Notes the first annual summaries sent by most Member States, and asks the Commission to bring infringement proceedings against those Member States which have not fulfilled their obligations; points out that it considers these annual summaries to be a first step towards national management declarations; asks the Commission to draw up, before the first reading of the 2009 budget, a document analysing the strengths and weaknesses of each Member State's national system for the administration and control of Community funds and the results of the audits carried out, and to forward that document to Parliament and the Council; invites the Commission also to report on the quality of the annual summaries and to ensure that value is added to the process by such means as the identification of common problems, possible solutions and best practices;

It provides for the publication of prospectuses to take the form of a set of disclosure documents including: a Registration Document (with information relating to the issuer); a Securities Note (with information relating to the specific securities issued); and a Summary Note (a summary of the other two documents and a risk warning).

I just wish to say that I am opposed to this amendment, because I really do not think it serves any useful purpose for us to include tendentious summaries of official documents in our parliamentary documents, even if said summaries are tabled by the chairman of the Committee on Budgetary Control.
Als het aan mij ligt, doe ik dat liever niet. Ik wil enkel zeggen dat ik tegen dit amendement ben, omdat ik het eigenlijk geen goed idee vind om in onze parlementaire stukken tendentieuze en summiere samenvattingen van officiële documenten op te nemen, zelfs indien deze tendentieuze samenvattingen afkomstig zijn van de voorzitter van de Commissie begrotingscontrole.
