Relaxing the introduction procedure for alien and locally absent species in aquaculture, as is being proposed, must be balanced by strictly defining the requirements with which closed aquaculture facilities will have to comply, as well as by the necessary supervision of the facilities, the aim being to ensure that the technical requirements proposed by specialists will all be properly taken into account and observed.

The relaxation in the introduction procedure for alien species in aquaculture must go hand in hand with an exact definition of the requirements with which closed aquaculture facilities will have to comply (in keeping with the outcome of the IMPASSE project) and with the necessary supervision of the facilities, the aim being to ensure that the technical requirements proposed by specialists will all be properly taken into account and observed.
Het vergemakkelijken van de introductie van niet-inheemse soorten in de aquacultuur moet gecompenseerd worden door een strikte omschrijving van de voorwaarden die de gesloten aquacultuurvoorzieningen moeten vervullen (overeenkomstig de resultaten van het IMPASSE-project) en door strikt toezicht op de voorzieningen, om te garanderen dat alle technische vereisten die door de specialisten zijn voorgesteld daadwerkelijk worden nageleefd en in acht worden genomen.

"The competent authorities in the Member States shall be responsible for monitoring and supervising so as to ensure that closed aquaculture facilities comply with the requirements laid down in point 3 of Article 3, and also for ensuring that transport from or to those facilities takes place in conditions that are such as to prevent the escape of exotic or non-target species".
