13. Asks OLAF to clarify by the end of March 2004 whether a Tempus-Phare training seminar for senior Romanian civil servants, which was organised by the Université Libre de Bruxelles and scheduled to be held in Bucharest in 2002, duly took place;

Points out that there is perhaps a danger of overlap between the work of the European Centre for the Development of Vocational Training and the European Training Foundation; recalls that the work of the European Training Foundation has been financed, to an important degree, through PHARE, TACIS and TEMPUS programmes; calls for the evaluation to assess the existing co-operation between the agencies and to analyse the advantages and disadvantages of a merger between the European Centre for the Development of Vocational Training and the European Training Foundation, takes the view, however, that before examining the possible merger of the European Centre for the Development of Vocational Training and the European Training Foundation, the Commission must first have at its disposal and study the conclusions and proposals of the external evaluation of both agencies, a procedure which is still underway;
3. wijst erop dat er wellicht een risico bestaat dat de werkzaamheden van het Europees Centrum voor de ontwikkeling van de beroepsopleiding en de Europese Stichting voor opleiding elkaar overlappen; herinnert eraan dat de werkzaamheden van de Europese Stichting voor opleiding voor een belangrijk deel worden gefinancierd via de programma's PHARE, TACIS en TEMPUS; verzoekt om een evaluatie om de bestaande samenwerking tussen de agentschappen tegen het licht te houden en te analyseren wat de voor- en nadelen zijn van een fusie tussen het Europees Centrum voor de ontwikkeling van de beroepsopleiding en de Europese Stichting voor opleiding; alvorens de Commissie evenwel een eventuele fusie tussen het Europees Centrum voor de ontwikkeling van de beroepsopleiding en de Europese Stichting voor opleiding onderzoekt, dient zij te beschikken over en studie te maken van de conclusies en voorstellen in de externe evaluatie van de twee organen, waaraan nog wordt gewerkt;
