Brochures and other publications were produced entitled for example: "SAPARD Programme in the Czech Republic", "Instructions for the applicants for financial aid from the SAPARD Programme", "Application for financial aid from the SAPARD Programme", "The rules laying down the conditions for the granting of financial aid for projects under the SAPARD Programme" in Czech and Bilingual "Annual Report on the SAPARD Programme in the Czech Republic in 2001" were prepared and published.
Er werden brochures en andere uitgaven gepubliceerd met titels als: "Het Sapard-programma in de Tsjechische Republiek", "Instructies voor de aanvragers van financiële steun uit het Sapard-programma", "Aanvraag van financiële steun uit het Sapard-programma", "De regels met betrekking tot de voorwaarden voor het verlenen van financiële steun voor projecten uit hoofde van het Sapard-programma" in het Tsjechisch. The establishment of SAPARD Implementing Agencies progressed substantially with all ten-candidate countries having received conferral of management for their respective SAPARD Agencies resulting in SAPARD funds being transferred to them in 2002.

Within the framework of Agenda 2000, the Council decided that the SAPARD instrument should be implemented in accordance with the two Regulations (EC) No 1266/1999 and (EC) No 1268/1999 (the Co-ordination Regulation for PHARE, ISPA and SAPARD, and the SAPARD Regulation).
