TRADUCTIONS EN CONTEXTE

It has encouraged candidate countries to use technical assistance funds that are available under ISPA for the preparation of project applications and activities that need to be carried out for complying with the requirements of the extended decentralised implementation system - EDIS (in 2001, the Commission decided about 30 technical assistance measures for project preparation, and it makes available technical assistance funds for EDIS in all ten ISPA beneficiary countries).

This technical assistance serves to assist the Commission services with extra muros support for a broad range of technical expertise including verification of tender documents, supervision of tendering and evaluation procedures, contract preparation, supervision and control of implementation, ad-hoc and small-scale training of the implementing authorities in the beneficiary countries, and country specific information/communication activities related to ISPA.

Among these projects, the Commission approved 9 new technical assistance (TA) measures for project preparation, 6 of which were for preparing transport projects and 3 for preparing environment projects, whereas 5 new measures related to decentralised implementation.

Regrets that the Sixth Cohesion Report does not include an in-depth assessment on the achievements of the technical assistance facility JASPERS, which during the 2007-2013 period provided the Member States with the technical expertise needed to prepare high-quality major projects for co-financing with EU funds; welcomes the launch of the JASPERS Networking Platform for capacity-building activities in 2013 and the establishment in 2014 of the Networking and Competence Centre division for delivery of specialist expertise in project preparation for the programming period 2014-2020; welcomes the establishment of a Competence Centre on administrative capacity building regarding ESIF that should contribute to enhancing the capacity of all authorities in the Member States involved in the management and implementation of ESIF;

D. whereas the maximum annual budget available for the EGF in 2015 is EUR 150 million (2011 prices) and whereas Article 11(1) of the EGF Regulation states that 0,5 % of this amount (i.e. EUR 811 825 in 2015) can be made available for technical assistance at the initiative of the Commission in order to finance preparation, monitoring, data gathering and creation of a knowledge base, administrative and technical support, information and communication activities as well as audit, control and evaluation activities necessary to implement the EGF Regulation;
D. overwegende dat het maximale jaarlijkse bedrag dat voor het EFG in 2015 beschikbaar is 150 miljoen EUR bedraagt (prijzen van 2011) en dat in artikel 11, lid 1, van de EFG-verordening wordt bepaald dat op initiatief van de Commissie jaarlijks maximaal 0,5 % van het EFG (d.w.z. 811 825 EUR in prijzen van 2015) kan worden gebruikt voor technische bijstand, ter financiering van de voorbereiding van, het toezicht op, de gegevensverzameling voor, het creëren van een kennisbasis, administratieve en technische bijstand, informatie- en communicatieactiviteiten alsook boekhoudkundige controle en evaluatiewerkzaamheden die nodig zijn voor de tenuitvoerlegging van de EFG-verordening;

E. whereas up to 0,5 % of the annual EGF amount can be made available each year for technical assistance at the initiative of the Commission, in order to finance preparation, monitoring, data gathering and creation of a knowledge base, administrative and technical support, information and communication activities as well as audit, control and evaluation activities necessary to implement the EGF Regulation, as stipulated in Article 11(1) of that Regulation; whereas technical assistance shall also include the provision of information and guidance for the Member States in using, monitoring and evaluating the EGF to the European and national social partners, as stipulated in Article 11(4) of the EGF Regulation;
E. overwegende dat op initiatief van de Commissie maximaal 0,5% van het jaarlijks bedrag voor het EFG gebruikt kan worden voor technische bijstand ter financiering van de voorbereiding van, het toezicht op, de gegevensverzameling voor, het creëren van een kennisbasis, administratieve en technische bijstand, informatie- en communicatieactiviteiten alsook boekhoudkundige controle en evaluatiewerkzaamheden die nodig zijn voor de tenuitvoerlegging van de EFG-verordening, zoals bepaald in artikel 11, lid 1, van die verordening; overwegende dat de technische bijstand het verstrekken van informatie en richtsnoeren aan de lidstaten voor het gebruik van, het toezicht op en de evaluatie van het EFG, alsook aan de Europese en nationale sociale partners, omvat, zoals bepaald in artikel 11, lid 4, van de EFG-verordening;
