Decision No 1639/2006/EC of the European Parliament and of the Council establishes the Competitiveness and Innovation Framework Programme (CIP) with different types of implementing measures pursued by specific programmes, of which ‘the Information and Communications Technologies (ICT) Policy Support Programme’ provides support for the strengthening of the internal market for ICT products and services and ICT-based products and services, and aims at stimulating innovation through the wider adoption of, and investment in, ICT.
Besluit nr. 1639/2006/EG van het Europees Parlement en de Raad stelt een kaderprogramma vast voor concurrentievermogen en innovatie (CIP) met verschillende soorten uitvoeringsmaatregelen ter verwezenlijking van specifieke programma’s waarbij het „programma ter ondersteuning van het beleid inzake informatie- en communicatietechnologie (ICT)” ondersteuning biedt voor de versterking van de interne markt voor ICT-producten en -diensten en zich richt op de stimulering van innovatie door middel van ruimere toepassing van en investeringen in ICT.

The Committee welcomed the general findings and recommendations of the report raising, inter alia, the following main points: a) the TEN-Telecom programme should make connections to the e-Europe initiative and co-ordinate its activities with other programmes, such as IST, INFO2000 and e-Content; b) the trans-European dimension of the projects should be further clarified and reinforced; c) more emphasis should be given to the business planning process of the projects; d) the innovative nature of the services should be prioritised; e) activities focusing on trust in technology and confidentiality should be carried out; f) neutrality to technology should be maintained and emphasised; g) contract negotiations should be speeded up; h) relations with national contact points should be developed further.

There are a number of "good news" stories: the adoption of the services directive; the significant steps forward in financial services; the adoption of a new state aid framework for RD and innovation as well as guidance on tax incentives in favour of R agreement on the 7th Framework Programme for research and technological development which will raise RD spending by 75% between 2007 and 2013 and support for major public-private partnerships; final political agreement on the launching of the SESAR joint undertaking; as well as support for SMEs under the Competitiveness and Innovation Programme.

In addition to research on innovative technology funded under research programmes, it would also be appropriate to fund projects for innovative uses of existing technology, for widening the scope of filtering software and services to content delivered by new technologies or for adapting filtering software and services to the specific needs of European users (including increasing the number of languages covered).
In aanvulling op het onderzoek naar in het kader van onderzoekprogramma's gefinancierde innoverende technologie, zou men er ook goed aan doen projecten voor innoverende toepassingen van bestaande technologie, voor een ruimere toepassing van filtersoftware en -diensten op met nieuwe technologieën totstandgebrachte inhoud of voor de aanpassing van filtersoftware en -services aan de specifieke behoeften van Europese gebruikers (waaronder de uitbreiding van het aantal talen) te financieren.
