TRADUCTIONS EN CONTEXTE

61. The Commission proposal on the conclusion and on the signature of the Council of Europe Convention against money laundering and terrorist financing (Warsaw Convention) on behalf of the EC is not making progress in the Council due to disagreements between Member States, and thus its adoption had to be delayed.

Omdat de lidstaten geen overeenstemming kunnen bereiken, maakt het voorstel van de Commissie over het namens de EG sluiten en ondertekenen van het Verdrag van de Raad van Europa over het witwassen van geld en terrorismefinanciering (Verdrag van Warschau) geen vooruitgang in de Raad en bijgevolg moest de goedkeuring ervan worden uitgesteld.

60. Due to disagreements between Member States, the proposal on the conclusion and on the signature of the Council of Europe Convention against money laundering and terrorist financing does not progress in Council.
60. Als gevolg van onenigheid tussen de lidstaten zit er geen schot in het voorstel voor de sluiting en ondertekening van het Verdrag van de Raad van Europa over het witwassen van geld en terrorismefinanciering.

It implements into EU law international obligations, such as the provisions of the UN Security Council Resolution 2178(2014) on Foreign Terrorist Fighters, the recently adopted Additional Protocol to the Council of Europe Convention on the Prevention of terrorism and the Financial Action Task Force Recommendations on terrorist financing.
Daarnaast worden internationale verplichtingen in EU-recht omgezet, waaronder de bepalingen van resolutie 2178 (2014) van de VN-Veiligheidsraad over buitenlandse terroristische strijders, het recente aanvullend protocol bij het Verdrag van de Raad van Europa ter voorkoming van terrorisme en de aanbevelingen van de Financial Action Task Force over de financiering van terrorisme.

RECALLING the United Nations conventions for combating terrorism and its financing, and relevant resolutions of the United Nations Security Council in the field of fighting terrorism, in particular United Nations Security Council Resolution 1373 (2001) and its directives that all States shall take the necessary steps to prevent the commission of terrorist acts, including by provision of early warning to other States by exchange of information; that States shall afford one another the greatest measure of assistance in connection with criminal investigations or criminal proceedings relating to the financing or support of terrorist acts; that States should find ways of intensifying and accelerating the exchange of operational information; that States should exchange information in accordance with international and domestic law; and that States should cooperate, particularly through bilateral and multilateral arrangements and agreements, to prevent and suppress terrorist attacks and to take action against perpetrators of such attacks.
HERINNEREND AAN de verdragen van de Verenigde Naties inzake de bestrijding van terrorisme en de financiering daarvan, alsook de toepasselijke resoluties van de VN-Veiligheidsraad op het gebied van terrorismebestrijding, met name Resolutie 1373 (2001) van de Veiligheidsraad van de Verenigde Naties en de daarin vervatte richtsnoeren dat alle staten de nodige maatregelen dienen te nemen om te voorkomen dat terroristische daden worden gepleegd, onder meer door te voorzien in vroegtijdige waarschuwing van andere staten door uitwisseling van informatie; dat de staten elkaar zoveel mogelijk dienen bij te staan bij strafonderzoek en strafprocedures in verband met de financiering of ondersteuning van terreurdaden; dat de staten manieren moeten vinden om operationele informatie sneller en intensiever uit te wisselen; dat de staten informatie dienen uit te wisselen overeenkomstig het internationale en nationale recht; en dat de staten dienen samen te werken, met name via bilaterale en multilaterale overeenkomsten en overeenkomsten ter voorkoming van terreuraanslagen en om actie te ondernemen tegen de daders van dergelijke aanslagen.

Within the framework of the ongoing negotiations at the Council of Europe, the Union supports the drafting of an additional Protocol to the Convention that should apply to the fight against terrorist financing and enhance cooperation in criminal matters regarding the provision of information on bank accounts.
In het kader van de lopende onderhandelingen in de Raad van Europa steunt de Unie de opstelling van een aanvullend protocol bij het Verdrag, dat van toepassing moet zijn op de bestrijding van de financiering van het terrorisme, en moet leiden tot nauwere samenwerking in strafzaken met betrekking tot informatieverstrekking over bankrekeningen.

[12] The objective of SR VI is to increase the transparency of payment flows by ensuring that jurisdictions impose consistent anti-money laundering and counter-terrorist financing measures on all forms of money/value transfer systems, particularly those traditionally operating outside the conventional financial sector.
[12] Het doel van speciale aanbeveling VI is de betalingsstromen transparanter te maken door ervoor te zorgen dat voor alle vormen van geld/waardeoverdrachtsystemen maatregelen worden ingevoerd om witwassen en de financiering van terrorisme tegen te gaan, met name voor de systemen die doorgaans buiten de conventionele financiële sector om worden gebruikt.
