TRADUCTIONS EN CONTEXTE

To that end, transferring technological innovations and knowledge and boosting the RTD capability of third countries should be investigated in the first instance, encouraging the establishment of links between research centres and businesses as well as developing RTD infrastructures and potential.
Hiertoe moet in de eerste plaats worden gestreefd naar overdracht van technologische innovatie en kennis en naar versterking van de OTO-capaciteit van deze derde landen, en wel door de opbouw van intermediaire structuren tussen de onderzoekcentra en het bedrijfsleven en door de ontwikkeling van de onderzoekinfrastructuur en het OTO-potentieel.

In view of the above, greater priority ought to be given to the process of transferring technologies from the research sector to the commercial sector e.g. by encouraging private investment through long-term commitments by the public authorities with regard to their requirements.

The EU ensures a differentiation in its policy (as confirmed in a recent Commission Communication on "Trade, growth and development"[28]) by taking into account the level of development[29] and institutional capacity in developing countries. Depending on the country concerned, our Strategy may thus rely more on technical assistance in capacity building than on negotiations aiming to improve IPR regimes. In particular, the EU will fully honour the TRIPS requirement that developed countries should offer their companies incentives to transfer technology to least-developed countries (LDCs)[30], in line with the approach presented in 2003[31], and work to encourage LDCs to building enabling environments for technology transfer.
