Progress in European integration and the resulting changes in customs clearance, including single authorisations for the use of the simplified declaration or the local clearance procedure, as well as centralised clearance, which will emanate from the current process of modernisation of the Customs Code, make it necessary to adjust the way external trade statistics are compiled, to reconsider the concept of the importing or exporting Member State, and to define more precisely the data source for compiling Community statistics.
Door de vooruitgang bij de Europese integratie en de daaruit voortvloeiende veranderingen bij de douaneafhandeling van goederen, waaronder de grensoverschrijdende vergunning ten behoeve van de vereenvoudigde aangifte of de domiciliëringsprocedure en de gecentraliseerde afhandeling, die een uitvloeisel zullen zijn van de huidige modernisering van het douanewetboek, is het noodzakelijk de wijze waarop de statistiek van de buitenlandse handel wordt opgesteld aan te passen, de begrippen lidstaat van invoer en lidstaat van uitvoer te herzien en de bron voor de opstelling van communautaire statistieken nauwkeuriger te definiëren.
