Welcomes the conduct of the third elections to the Council of Representatives on schedule and in accordance with the Iraqi Constitution; pays tribute to the courage of the many Iraqi citizens who went out to cast their votes; urges all political leaders, especially Prime Minister Nouri al-Maliki, to make sure that an inclusive government is formed as a matter of urgency; regrets that the Iraqi Parliament cancelled its session of 8 July 2014, despite the calls from the SRSG to elect a speaker during this session;

Supports the EU’s efforts to assist Iraq in promoting democracy, human rights, good governance and the rule of law, including by building on the experiences and achievements of the EUJUST LEX-Iraq mission, which – regrettably – completed its mandate on 31 December 2013; supports, also, the efforts of UNAMI and those of the SRSG to assist the Government of Iraq in strengthening its democratic institutions and processes, promoting the rule of law, facilitating regional dialogue, improving the provision of basic services and ensuring the protection of human rights;

15. Regrets that there is only one woman currently serving as Personal Representative of the EU High Representative for the Common Foreign and Security Policy (CFSP) out of 14 positions of EU Special Representative/Personal Representative/Special Envoy or Special Coordinator ; urges the EU High Representative for the CFSP to appoint more women to the positions of Special Representative of the Secretary-General (SRSG), Representative or Special Envoy; calls upon the EU High Representative for the CFSP to request that Member States submit to him the names of female candidates alongside those of male candidates when he is considering filling such high-level positions;
15. betreurt dat er momenteel maar één vrouw werkt als persoonlijk vertegenwoordiger van de Hoge Vertegenwoordiger voor het gemeenschappelijk buitenlands en veiligheidsbeleid (GBVB) van de EU, terwijl er 14 posten zijn van speciaal vertegenwoordiger/persoonlijk vertegenwoordiger/speciaal gezant of speciaal coördinator ; roept de Hoge Vertegenwoordiger voor het GBVB van de EU ertoe op meer vrouwen te benoemen als speciaal vertegenwoordiger van de secretaris-generaal, vertegenwoordiger of speciaal gezant; roept de Hoge Vertegenwoordiger voor het GBVB van de EU ertoe op de lidstaten te verzoeken om bij hem naast mannelijke kandidaten ook vrouwelijke kandidaten voor te dragen wanneer hij kandidaten zoekt voor dergelijke hoge posten;
