Definition: A condition of arrested or incomplete development of the mind, which is especially characterized by impairment of skills manifested during the developmental period, skills which contribute to the overall level of intelligence, i.e. cognitive, language, motor, and social abilities. Retardation can occur with or without any other mental or physical condition. Degrees of mental retardation are conventionally estimated by standardized intelligence tests. These can be supplemented by scales assessing social adaptation in a given environment. These measures provide an approximate indication of the degree of mental retardation. The diagnosis will also depend on the overall assessment of intellectual functioning by a skilled diagnostician. Intellectual abilities and social adaptation may change over time, and, however poor, may improve as a result of training and rehabilitation. Diagnosis should be based on the current levels of functioning.

Zwakzinnigheid kan voorkomen met of zonder een andere psychische of lichamelijke aandoening. Definition: Disorders of adult personality and behaviour that have developed in persons with no previous personality disorder following exposure to catastrophic or excessive prolonged stress, or following a severe psychiatric illness. These diagnoses should be made only when there is evidence of a definite and enduring change in a person's pattern of perceiving, relating to, or thinking about the environment and himself or herself. The personality change should be significant and be associated with inflexible and maladaptive behaviour not present before the pathogenic experience. The change should not be a direct manifestation of another mental disorder or a residual symptom of any antecedent mental disorder.
Omschrijving: Stoornissen van de persoonlijkheid en het gedrag op volwassen leeftijd die zich hebben ontwikkeld bij personen zonder eerdere persoonlijkheidsstoornis na ondervinding van catastrofale of buitengewoon-lang-aanhoudende stress of na een ernstige psychiatrische-ziekte. The Committee has appreciated the educational work undertaken by the European Environmental Agency and DG Environment which recently published a thematic brochure on IAS (Science For Environment Policy: Thematic issue on Invasive Alien Species, 18/09/2013).

MISCELLANEOUS DECISIONS (Adopted without debate) Development and implementation of the European Environment Agency - Council Conclusions "THE COUNCIL HAVING NOTED that Council Regulation (EEC) No 1210/90 of 7 May 1990 [6] makes provision in its Article 20 for a decision on further tasks for the Agency, based on a Report from the Commission, no later than two years after the entry into force of the Regulation; that, in accordance with Article 21, the Regulation came into force on 30 October 1993, the day following the decision of the competent authorities to locate the seat of the Agency in Copenhagen; HAVING FURTHER NOTED that the Agency started to operate only in mid-1994 with its full staff not in post until the end of 1995 and that it would be desirable to allow the Agency at least two fully operational years before a decision is made on the assignment of further tasks to it; RECALLING that Articles 2 and 4 of the Regulation provide for the building of a network of organizations in its member countries which can contribute to the completion of the tasks of the Agency; FURTHER RECALLING that Article 19 of the Regulation opens the Agency to countries which are not members of the European Communities which conclude an agreement with the Community following the procedure in Article 228 of the Treaty, 1.
