To ensure coherence with monitoring and reporting requirements under the UNFCCC and with Decision 4/CMP.7 of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol to the UNFCCC, adopted by the seventh Conference of the Parties of the UNFCCC meeting in Durban on 11 December 2011, global warming potentials should be calculated in terms of the 100-year global warming potential of one kilogram of a gas relative to one kilogram of CO2.

The Union and the Member States shall submit biennial reports in accordance with Decision 2/CP.17 of the Conference of the Parties to the UNFCCC (Decision 2/CP.17), or subsequent relevant decisions adopted by the bodies of the UNFCCC, and national communications in accordance with Article 12 of the UNFCCC to the UNFCCC Secretariat.

Endorses the efforts of the European Commission to secure an internationally binding agreement on greenhouse gas emission reduction and calls on the EU to speak with one resolute voice in the UNFCCC COP16 in Cancún in accordance with the spirit and context of the Lisbon Treaty, resuming a leading role in international climate change negotiations;
Steunt de inspanningen van de Europese Commissie om te komen tot een internationaal bindende overeenkomst ter vermindering van broeikasgasemissies. Urges the Council and the European Commission to involve the CoR in the process leading towards the UNFCCC COP 16 in Cancún, to ensure full and proper recognition of the role played by local and regional authorities in implementing climate change mitigation and adaptation;
Dringt er bij de Raad en de Commissie op aan om het CvdR te betrekken bij de voorbereidingen op de UNFCCC COP 16 in Cancún, zodat de bijdrage van lokale en regionale overheden aan mitigatie- en adaptatiemaatregelen ten volle wordt erkend;
