Economic operators shall adhere to a uniform system for the unique identification and traceability of explosives, that takes into account their size, shape or design, except where it is not necessary to place a unique identification on the explosive due to its low level of hazard, based on its characteristics and factors such as its low detonative effects, its uses and the low security risk it presents due to the low potential effects of misuse.

What we call for in this report is for the Commission to focus on regulating public procurement: to apply uniform systems of procurement; to define and implement clear conditions for participation in public procurement; to implement criteria for decision-making on public procurement and bring transparency to these decisions; and also to review public procurement decisions and ensure transparency and accountability in public finances. We expect the Commission and the Council to finalise the adoption of the public procurement reform and to consult with us on this.

improvement in the accounting and billing systems of hospitals, through: finalising the introduction of double-entry accrual accounting systems in all hospitals; the use of the uniform coding system and a common registry for medical supplies; the calculation of stocks and flows of medical supplies in all the hospitals using the uniform coding system for medical supplies; the collection of co-payments from patients in all National Health System facilities; and the timely invoicing of treatment costs (no later than 2 months) to Greek social security funds, other Member States and private health insurers; and ensure that at least 50 % of the volume of medicines used by public hospitals by the end of 2011 is composed of generics and off-patent medicines by making it compulsory for all public hospitals to procure pharmaceutical products by active substance;

While it is deemed desirable to achieve the greatest possible degree of uniformity between the system for customs duties and that for value added tax, account should be taken, nevertheless, in applying the latter system, of the differences as regards objective and structure between customs duties and value added tax.

Whereas the Commission is responsible for co-ordinating all work arising out of that Regulation ; whereas the Commission is in particular responsible for determining what items are to be included under the various headings in the forms of accounts shown in Annex I to that Regulation ; whereas the introduction of a standard and permanent accounting system for expenditure on infrastructure must become effective on 1 January 1971 ; whereas the appropriate provisions must be adopted in good time to ensure that from the beginning the forms of accounts are uniformly applied as between the various Member States and different modes of transport;
