Furthermore, since national public accounting systems are an important part of the European Statistical System, they should be established in a standardised manner with internal and external audits.

This means bringing all elements – such as national public accounting systems, statistics and forecasting practices – into line with EU standards, allowing for more clarity and peer pressure.
Dit betekent het in overeenstemming brengen van alle elementen – zoals nationale stelsels van overheidsrekeningen, statistieken en prognosepraktijken – met EU-normen, waardoor er meer duidelijkheid en een grotere groepsdruk mogelijk zijn.

Firstly, I was actively involved in the drafting of Law 3871/2010 entitled ''Financial Management and Responsibility' making fundamental amendments to the previous national accounting system and introducing for the first time provisions regarding verification of sound financial management, compliance with international audit standards and accountability of public fund managers, fundamentally altering procedures for drawing up and implementing the Greek government budget. I was also appointed member of the legislative committee responsible for drafting Law 4055/2012 entitled 'Fair Proceedings and Reasonable Duration Thereof', making the Court of Auditors responsible for carrying out targeted audits, performance audits and systemic audits, as well as ensuring compliance by the audited body with instructions previously issued by it.
Allereerst wil ik mijn actieve betrokkenheid vermelden bij wet 3871/2010 getiteld "Begrotingsbeheer en verantwoordelijkheid" waarmee het voormalige overheidsboekhoudsysteem grondig is gewijzigd en die voor het eerst voorziet in de mogelijkheid om controle uit te oefenen op goed financieel beheer, alsook in de toepassing van internationale controlestandaarden en het verantwoordingssysteem voor beheerders van overheidsgeld, met als gevolg dat het tot dan toe geldende systeem voor de opstelling en uitvoering van de overheidsbegroting in Griekenland ingrijpend is herzien. Ik was tevens lid van de commissie voor de opstelling van wet 4055/2012 getiteld "Een eerlijk proces met een redelijke tijdsduur" op grond waarvan de rekenkamer de bevoegdheid werd verleend om gerichte controles, prestatiecontroles en systeemcontroles te verrichten, en die tevens voorzag in de naleving van de desbetreffende aanbevelingen van de rekenkamer door de gecontroleerde instantie.

reinforce close coordination between EU-wide campaigns initiated by the Commission and campaigns or other relevant activities at the national or regional level in order to adapt to specific requirements at these levels, making full use of possible cooperation with relevant operators; increase the recognition of the EU logo without excluding the use of other logos; reinforce the means for the collection and analysis of data, while avoiding unjustified costs and administrative burdens for economic operators and public authorities; ensure that organic production is an integral part of the common agricultural policy, the rural development policy and of its instruments; give due regard to voluntary initiatives to establish rural areas for the advancement of value-added production, such as that of organic, typical and traditional products; improve coordination and cooperation in research and dissemination of the results; review Community legislation relevant for organic production in the light of a definition of the basic principles therewith encouraging harmonisation of standards, and where possible reduce the level of detail; develop a legislative framework which ensures the proper functioning of the free circulation of organic products, in particular in relation to private and national standards and inspection systems; amend Annex III of Regulation (EEC) No. 2092/91 by 1 July 2005, using a risk-based approach, in order to adapt it to the new inspection provisions laid down in Regulation (EC) No. 392/2004 and develop cross-control procedures within the inspection system; ensure that the new system replacing the current national derogation for imports is known to the involved sectors well in advance of the derogation expiry.

The European Union already has some significant advantages when it comes to implementing this sort of accounting system to enhance current national accounts - a network of standardized national statistical offices, coordinated by the Statistical Office of the European Communities, and the European Environment Agency, which observes and analyses environmental factors in great detail.

analyze the use of certain criteria which could facilitate further adaptations of Community trade mark fees and possible ways of their application in the Comitology procedure; these criteria should in particular contribute to a long term balance of the OHIM’s budget, ensure a continuous high quality of OHIM’s performance, and take account of OHIM´s cooperation with the trade mark offices of Member States; the criteria should respect the principles of prudence and sound financial management; in addition these criteria should keep the fee system reliable and transparent for users and its future adaptations predictable; evaluate the existing framework of cooperation of OHIM and national trade mark offices, with a view to intensifying and broadening the existing instruments of cooperation in the interest of the overall functioning of the Community trade mark system; explore possible instruments to finance such cooperation, including the establishment of a cooperation fund, if necessary by means of amending Regulation (EC) No 40/94; assess the coexistence of the Community trade mark system and national trade marks, including the territorial requirements for genuine use of Community trade marks; evaluate the effects of the Community trade mark system on the overall functioning of national trade mark systems, as well as the contributions of national trade mark offices to the overall functioning of the Community trade mark system; evaluate the effects of the recent reforms; evaluate the effects of the Community trade mark system on its users, in particular on SMEs and start-up enterprises, and in particular with regard to competitiveness and innovation".

Just as in the 1960s, when an outstanding, reliable and homegeneous national accounts system was made possible in Europe through the coordination of national accounting instruments, cooperation between the new instruments available within the European Union should make it possible to make decisive progress on green accounting before the end of the century. Mobilizing the available instruments in the Member States and in the Union.
Juist zoals in de jaren 60 de coördinatie van de nationale statistische instrumenten in Europa de invoering mogelijk maakte van een voorbeeldig, betrouwbaar en homogeen stelsel van nationale boekhouding, zo zou ook, op het niveau van de Europese Unie, door samenwerking tussen beschikbare nieuwe instrumenten, vóór het einde van de eeuw beslissende voortgang moeten kunnen worden gemaakt met de groene boekhouding.
