48. Draws attention to the efforts and the amount of resources needed for a gradual approximation of the Moldovan legislation with the EU acquis; welcomes therefore the substantial increase in EU assistance provided to the Republic of Moldova in recent years, with up to EUR 410 million available for the period 2014-2017 and the possibility to receive additional funding in the light of progress achieved in the area of democracy, the rule of law and fundamental freedom; underlines, however, that EU financing should be based on tangible and measurable progress in the areas concerned and that implementation of projects should take into account the principles of transparency, efficiency and sound management; welcomes, furthermore, the bilateral assistance provided by Member States and encourages all donors to coordinate the programming of their assistance;

In order to increase transparency and public acceptance of development projects funded fully or partially by the EU or the Member States, calls for creating an electronic data base that provides information on ODA; believes that this data base should enable users to track all EU donors' and, if applicable, United Nations Agencies' projects and programs in all recipient countries, who finances them, and which organization implements them; takes the view that it should be user-friendly and accessible to all through the Internet and that it should have a function which makes it easy to search for specific information through a set of predefined criteria (donor, DAC sector, location, project status, funding type and MDGs) and offer tables and geographic maps for analysis; notes that this kind of data base is also essential for strengthened coordination and harmonization among donors and alignment with the government of the recipient country;

The Union, in liaison with the Member States, shall take the necessary steps, including consultations at an early stage of the programming process, to ensure complementarity, proper coordination and cooperation with multilateral and regional organisations and entities, including European financial institutions, international financial institutions, United Nations agencies, funds and programmes, private and political foundations and non-Union donors.
4. De Unie onderneemt, in samenwerking met de lidstaten, de nodige stappen, zoals het plegen van overleg in een vroeg stadium van het programmeringsproces, teneinde te zorgen voor complementariteit en een goede coördinatie en samenwerking met multilaterale en regionale organisaties en entiteiten, waaronder Europese financiële instellingen, internationale financiële instellingen, agentschappen, fondsen en programma's van de Verenigde Naties, particuliere en politieke stichtingen en donoren van buiten de Unie.

4.4. These different strategic programming exercises must be accompanied by the necessary mechanisms regarding the existing operational programming and legislative coordination, which should, indeed, be reinforced in order to ensure a closer dialogue between the EP and the various players.
4.4. TAKING INTO ACCOUNT the Agreement between the Government of the United States of America and the European Community on the Coordination of Energy-Efficient Labelling Programs for Office Equipment, done on 19 December 2000, and its annexes, as amended (hereinafter ‘the 2000 Agreement’).
GELET OP de Overeenkomst tussen de regering van de Verenigde Staten van Amerika en de Europese Gemeenschap over de coördinatie van programma's voor energie-efficiëntie-etikettering voor kantoorapparatuur, gedaan op 19 december 2000, en haar bijlagen, als gewijzigd (hierna „de overeenkomst van 2000” genoemd).

In that connection, the Commission refers in particular to Case 45/86 Commission v Council [1987] ECR 1493, Case C-62/88 Greece v Council [1990] ECR I-1527 (the ‘Chernobyl case’), and Case C-281/01 Commission v Council [2002] ECR I‑12049, in which the Court annulled Council Decision 2001/469/EC of 14 May 2001 concerning the conclusion on behalf of the European Community of the Agreement between the Government of the United States of America and the European Community on the coordination of energy-efficient labelling programs for office equipment (OJ 2001 L 172, p. 1).

The High Level Technical Group responsible for monitoring the implementation of the IIA has regularly examined progress such as the coordination and the programming of the legislative work, the quality of the legislation (impact assessment in particular), transposition and application of the Community legislation and simplification.
