Revenues from regulated retail roaming services should be determined by reference to revenues at domestic price levels attributable to the consumption of regulated retail roaming services, whether on a unit-price basis or as a proportion of a flat fee, reflecting the respective actual and projected proportions of regulated retail roaming services consumption by customers within the Union and domestic consumption. Account should also be taken of the consumption of regulated retail roaming services and domestic consumption by the roaming provider’s customers, and of the level of competition, prices and revenues in the domestic market, and any observable risk that roaming at domestic retail prices would appreciably affect the evolution of such prices.

Member States may provide that the obligation to indicate the unit price of products other than those sold in bulk, which are sold in certain small retail businesses, shall not apply, subject to Article 13, if the obligation to indicate the unit price would constitute an excessive burden for these businesses because of the number of products on sale, the sales area, the nature of the place of sale, specific conditions of sale where the product is not directly accessible for the consumer or certain forms of business, such as certain types of itinerant trade.
8. Member States may provide that the obligation to indicate the unit price of products other than those marketed in bulk which are sold by certain small retail businesses shall apply at the latest six years after publication of this Directive, if the obligation to indicate the unit price from the time provided for in Article 12(1) is likely to constitute an excessive burden for these businesses.
8. De lidstaten kunnen bepalen dat de prijsaanduiding per meeteenheid voor andere dan los op de markt gebrachte producten, die in bepaalde kleine detailhandelszaken worden verkocht, uiterlijk zes jaar na publicatie van deze richtlijn van kracht wordt, als de verplichte aanduiding van de prijs per meeteenheid vanaf het overeenkomstig artikel 12, lid 1 te bepalen tijdstip waarschijnlijk voor deze handelszaken een overmatige belasting zou meebrengen.
