The Union and the Member States, as appropriate, shall pursue bilateral and multilateral cooperation with third countries and coordination within relevant international organisations such as the United Nations Environment Programme (UNEP), United Nations Economic Commission for Europe (UNECE), the Food and Agriculture Organization of the United Nations (FAO), the International Maritime Organization (IMO) and the International Civil Aviation Organization (ICAO), including through the exchange of information, concerning technical and scientific research and development, with the aim of improving the basis for emission reductions.

The Agency shall also cooperate actively with other bodies such as the European Space Agency, the Organisation for Economic Cooperation and Development (OECD), the Council of Europe and the International Energy Agency as well as the United Nations and its specialised agencies, particularly the United Nations Environment Programme, the World Meteorological Organisation and the International Atomic Energy Authority.
2. Takes the view that the proposed exercise should focus first and foremost on the very aims of the multilateral trade system, to ensure that they are mutually supportive and consistent with the action being taken by other international organisations; considers in particular that the coordination of WTO activities with those of the International Labour Organization ( ILO), the United Nations Food and Agriculture Organisation (FAO), the United Nations Environment Programme (UNEP), the United Nations Development Programme (UNDP), the World Health Organization (WHO), the United Nations Conference on Trade and Development (UNCTAD) and the Kyoto programme on renewable energy, should be strengthened, in order to ensure greater consistency in the decision-making processes of those organisations; in this connection, believes that the ILO should be granted observer status before the WTO and that a committee on trade and decent employment should be set up modelled on the Committee on Trade and Environment;
7. is van mening dat de voorgestelde actie in de eerste plaats gericht zou moeten zijn op de doeleinden van het multilaterale handelssysteem zelf en dat daarbij gelet moet worden op de wederzijdse ondersteuning van en samenhang met de acties van de andere internationale organisaties; is van mening dat met name een versterking van de coördinatie tussen de activiteiten van de WTO en die van de IAO, de Voedsel- en Landbouworganisatie van de Verenigde Naties (FAO), het milieuprogramma van de Verenigde Naties (UNEP), het Ontwikkelingsprogramma van de Verenigde Naties (UNDP), de Wereldgezondheidsorganisatie (WHO), de Conferentie van de Verenigde Naties inzake handel en ontwikkeling (UNCTAD) en het Kyoto-programma voor hernieuwbare energie noodzakelijk is teneinde een grotere samenhang in het besluitvormingsproces van deze organisaties te kunnen waarborgen; is van mening dat in dit kader de status van waarnemer bij de WTO moet worden toegekend aan de IAO en stelt voor dat er een Commissie voor handel en fatsoenlijke werkgelegenheid worden opgericht bij de WTO naar het model van de Commissie voor handel en milieu;
