(1) to cooperate with the candidate countries, the Pompidou Group of the Council of Europe, the World Health Organisation, the United Nations International Drug Control Programme and other relevant European and international organisations and networks active in the field, taking account of the annual reports of the European Monitoring Centre for Drugs and Drug Addiction ;
VERZOEKT DE COMMISSIE: 1. samen te werken met de kandidaat-lidstaten, de Pompidou-groep van de Raad van Europa, de Wereldgezondheidsorganisatie, het internationaal programma voor drugsbestrijding van de Verenigde Naties en andere Europese en internationale organisatie en netwerken die op dit gebied actief zijn en daarbij rekening te houden met de jaarverslagen van het Europees Waarnemingscentrum voor drugs en drugsverslaving ;

is concerned about funds channelled through the United Nations International Drug Control Programme, asks for information and follow-up; notes that Commission audits have revealed the high risk of double payments to beneficiaries, once through the Commission and once more via UN agencies such as via the United Nations High Commission for Refugees; regrets that the World Food Programme has not allowed audit access, leading to the delay or even blockage of projects;

Ministers emphasized the importance of strengthening the role of the United Nations International Drug Control Programme. 29. Both sides viewed with interest the proposal to hold a special session of the United Nations General Assembly on drugs and related issues.

Action at the level of the Community will therefore involve: - multilateral co-operation through continued involvement in global- level efforts to tackle drugs-related problems - participation in the United Nations Drug Control Programme, the Council of Europe Pompidou Group etc. in areas related to Community competence; - bilateral cooperation directed to reinforcing national and regional strategies to fight drugs in co-operation with specified countries or regions which pose a particular risk because of their proximity to the Union ; - using the possibilities which anti-drugs clauses in the external agreements of the Community with third countries provide for promoting cooperation; - making co-operation in the fight against drugs a priority in terms of trade and development policy - through use of the possibibities created by such instruments as the Generalised System of Preferences and the Lome Convention.
