The type-approval certificate for vehicles type-approved in accordance with this Article shall be drafted in accordance with the template adopted by the Commission pursuant to Article 28(2), but shall not bear the heading 'EU vehicle type-approval certificate' and shall specify the content of the waivers granted pursuant to paragraph 1.

2. In order to keep the harmonised complementary certificate, railway undertakings and infrastructure managers shall, in the context of their safety management systems set up pursuant to Article 9 of Directive 2004/49/EC, lay down deadlines beyond which knowledge and skills relating to rolling stock, lines and - where necessary - languages shall be declared to have been lost and take appropriate measures (e.g. driving under supervision) to cover cases where drivers do not use the lines and/or vehicles covered by their harmonised complementary certificates beyond those deadlines.

Ten einde de geharmoniseerde aanvullende verklaring in stand te houden dient de spoorwegonderneming, respectievelijk de beheerder van de infrastructuur in het kader van zijn systeem voor veiligheidsbeheer overeenkomstig artikel 9 van richtlijn 2004/49/EG ten aanzien van kennis en vaardigheiden omtrent rollend materieel, trajecten en zo nodig taal, bepaalde uiterlijke termijnen en passende maatregelen (b.v. rijden onder toezicht) te treffen voor het geval de treinbestuurder trajecten en/of voertuigen waarvoor zijn geharmoniseerd aanvullende verklaring geldt, gedurende deze termijnen niet gebruikt.

2. For the purpose of maintaining the harmonised complementary certificate, railway undertakings and infrastructure managers shall, in the context of their safety management systems set up pursuant to Article 9 of Directive 2004/49/EC, adopt measures (such as driving under supervision) and lay down periods of validity regarding skills relating to rolling stock, lines and - where necessary - languages so that train drivers do not use the lines and/or vehicles covered by their harmonised complementary certificates beyond those periods.

Ten einde de geharmoniseerde aanvullende verklaring in stand te houden dient de spoorwegonderneming, respectievelijk de infrastructuurbeheerder in het kader van zijn systeem voor veiligheidsbeheer overeenkomstig artikel 9 van Richtlijn 2004/49/EG maatregelen (b.v. rijden onder toezicht) te treffen en de geldigheidsduur vast te stellen voor kennis en vaardigheden omtrent rollend materieel, trajecten en - zo nodig -taal zodat de treinbestuurder deze trajecten en/of voertuigen waarvoor zijn geharmoniseerd aanvullende verklaring geldt, buiten deze termijnen niet gebruikt.

3. Where a particular vehicle covered by an individual approval has to be registered in another Member State, that Member State may require, from the approval authority that has issued the individual approval, any additional information stating in detail the nature of the technical requirements satisfied by that particular vehicle.
3. Wanneer een bepaald voertuig waaraan individuele goedkeuring is verleend, in een andere lidstaat moet worden ingeschreven, mag die lidstaat de goedkeuringsinstantie die de individuele goedkeuring heeft verleend, nadere informatie vragen over de aard van de technische voorschriften waaraan dat voertuig voldoet.

With this in view, it is necessary to introduce harmonised norms concerning, in particular, the numbering of type-approval certificates as well as exemptions for end-of-series vehicles and for vehicles, components and separate technical units incorporating technologies which are not yet covered by Community arrangements, in the manner of the analogous norms of Council Directive 70/156/EEC of 6 February 1970 on the approximation of the laws of the Member States relating to the type-approval of motor vehicles and their trailers(6).
Het is derhalve van belang geharmoniseerde voorschriften in te voeren, in het bijzonder betreffende de nummering van de goedkeuringsformulieren en betreffende ontheffingen voor restantvoorraden van voertuigen en voor voertuigen, onderdelen en technische eenheden waarin technologieën zijn toegepast die nog niet worden gedekt door communautaire voorschriften, naar analogie van de voorschriften van Richtlijn 70/156/EEG van de Raad van 6 februari 1970 inzake de onderlinge aanpassing van de wetgevingen van de lidstaten betreffende de goedkeuring van motorvoertuigen en aanhangwagens daarvan(6).
