38. || Volatile Organic Compounds emissions Stage II (VOC II) || Evaluation || Evaluation of Directive 2009/126/EC of 21 October 2009 on Stage II petrol vapour recovery during refuelling of motor vehicles at service stations ` Article 7 of VOC-II requires that the Commission shall, by 31 December 2014, review the implementation of this Directive and, in particular: · the 100 m3/year threshold referred to in Article 3(1)(b) and (2)(b) of this Directive and Article 6(3) of Directive 94/63/EC; the in-service compliance record of Stage II petrol vapour recovery systems; and · the need for automatic monitoring equipment. It is running in parallel with the evaluation of the VOC I Directive.
38. || Uitstoot van vluchtige organische stoffen, fase II (VOS II) || Evaluatie || Evaluatie van Richtlijn 2009/126/EG van 21 oktober 2009 inzake fase II-benzinedampterugwinning tijdens het bijtanken van motorvoertuigen in benzinestations. De Commissie moet overeenkomstig artikel 7 van de VOS II-richtlijn uiterlijk op 31 december 2014 de uitvoering ervan evalueren, en met name: · de drempel van 100 m³/jaar bedoeld in artikel 3, lid 1, onder b) en lid 2, onder b), van de richtlijn en artikel 6, lid 3, van Richtlijn 94/63/EG; de staat van dienst op het vlak van de naleving van verplichtingen voor in gebruik zijnde fase II-benzinedampterugwinningssystemen; en · de behoefte aan automatische bewakingsapparatuur.

The emissions of VOCs during polymerisation and fibre production of polyester, measured at the process steps where they occur, including fugitive emissions as well, expressed as an annual average, shall not exceed 1,2 g/kg of produced polyester resin (VOCs are any organic compound having at 293,15 K a vapour pressure of 0,01 kPa or more, or having a corresponding volatility under the particular conditions of use).

In line with the Directive 2004/42/EC of the European Parliament and of the Council the VOC limits relate to the ready-to-use product and so the maximum VOC content should be calculated based on any recommended additions such as colourants and/or thinners.

In this industrial area, the petrochemical activity is responsible for about 70 % of the emissions of NOx and VOC, whereas NOx and VOC are mainly due to transport around Marseille (VOC 98 %; NOx 87 %).

Overwegende dat in de Gemeenschap de uitstoot van vluchtige organische stoffen (VOS) afkomstig van benzine en oplosmiddelen in de orde van grootte van 10 miljoen ton per jaar zou liggen, indien er geen maatregelen worden genomen; dat de VOS-uitstoot bijdraagt tot de vorming van fotochemische oxidanten, zoals ozon, die in hoge concentraties schadelijk zijn voor de volksgezondheid en schade kunnen toebrengen aan vegetatie en materialen; dat sommige, van benzine afkomstige VOS-emissies als toxisch, carcinogeen of teratogeen worden aangemerkt;

Whereas a significant step in a strategy for an overall reduction of VOC emissions in the Community was taken by Council Directive 91/441/EEC of 26 June 1991 amending Directive 70/220/EEC on the approximation of the laws of the Member States relating to measures to be taken against air pollution by emissions from motor vehicles (5) which aims at reducing by some 80 to 90 %, over 10 to 15 years, VOC emissions from tail-pipe exhaust gases and evaporative emissions from motor vehicles, representing some 40 % of the present emissions of man-made VOCs to the atmosphere; whereas, at the time of adoption of that Directive, the Commission was requested to submit a proposal for a Directive on the measures to reduce evaporation losses at every stage in the process of storage and distribution of motor fuels;
Overwegende dat er in het proces van algehele vermindering van de VOS-uitstoot in de Gemeenschap een belangrijke stap is gedaan met Richtlijn 91/441/EEG van de Raad van 26 juni 1991 tot wijziging van Richtlijn 70/220/EEG inzake de onderlinge aanpassing van de wetgevingen der Lid-Staten met betrekking tot maatregelen tegen luchtverontreiniging door emissies van motorvoertuigen (5) waarmee wordt beoogd de door uitlaatemissies en verdampingsemissies van motorvoertuigen veroorzaakte VOS-uitstoot die thans ongeveer 40 % van de emissies van antropogene VOS in de atmosfeer uitmaakt, over een periode van 10 à 15 jaar met circa 80 à 90 % te verminderen; dat bij de vaststelling van die richtlijn de Commissie is verzocht een voorstel voor een richtlijn in te dienen betreffende maatregelen ter vermindering van de verdampingsverliezen in elke fase van opslag en distributie van brandstoffen voor motorvoertuigen;
