− (DE) Madam President, Commissioner, ladies and gentlemen, today’s debate was triggered by a German WDR television report that showed that the safety belts now in common use in planes for infants and small children are not necessarily safe.

A lot has been said recently about solidarity in the ‘Europaforum’ broadcast on WDR, about solidarity as the principle on which the European Union is founded and on which basis it should continue to develop, and quite right too, but the only trouble is that the Council’s policy does not tally with that, for it has continued the trend sketched out by the Lisbon Strategy, with more and more areas of life being defined in economic terms and required to be restructured in line with an open market economy with free competition, and the application of criteria derived from management rather than from economics.
Onlangs is op de Duitse televisiezender WDR in de uitzending “Europaforum” veel gezegd over solidariteit als basis voor de opbouw van de Europese Unie en ook voor haar verdere ontwikkeling. Zo hoort dat ook, maar helaas gaat het beleid van de Raad de andere kant op. Dat is de voortzetting van de nieuwe koers die in de Lissabon-strategie is uitgestippeld: steeds meer besluiten baseren op de logica van de economie, de samenleving herstructureren als open markteconomie met vrije concurrentie, en steeds vaker de criteria van de bedrijfseconomie volgen, en niet die van de staathuishoudkunde.

On 20 October 2003, LfM; the public service broadcasters (PSBs) ARD, ZDF and WDR Cologne (20); the commercial service broadcasters (CSBs) RTL Television (RTL), VOX Film und Fernseh-GmbH Co. KG (VOX) and ProSiebenSat.1 Media AG (ProSiebenSat.1) signed a general agreement on the introduction of DVB-T in North Rhine-Westphalia (Vereinbarung zur Einführung des digitalen terrestrischen Fernsehens (DVB-T) in Nordrhein-Westfalen).

The general agreement of 20 October 2003 was completed by a cooperation agreement (Kooperationsvereinbarung zur Einführung des digitalen terrestrischen Fernsehens (DVB-T) in Nordrhein-Westfalen) signed by the same parties (WDR also representing the broadcasters of ARD) as well as the Land of North Rhine-Westphalia on 10 December 2003.
De basisovereenkomst van 20 oktober 2003 werd aangevuld met de samenwerkingsovereenkomst ter invoering van digitale terrestrische televisie (DVB-T) in Noord-Rijnland-Westfalen, die op 10 december 2003 door dezelfde partijen (WDR in naam van ARD) en door de deelstaat NRW werd ondertekend.

The ATT of the PSB channels ARD-Das Erste, ZDF and WDR continued in parallel for a simulcast phase of about five months until it was switched off in the Cologne/Bonn area on 8 November 2004 and in the Düsseldorf/Ruhr area on 4 April 2005.

A conference was organised in Cologne (20/21 May 1999) on the role of the media in promoting cultural diversity by the German television channel Westdeutscher Rundfunk (WDR) in collaboration with the Centre and with the support of the European Media Institute (EMI) in Düsseldorf and the European Broadcasting Union (EBU) in Geneva.
