Considers that in order to increase the ratio of the employed people over the working-age population, it is necessary to adopt measures specifically aimed at groups having difficulties in accessing the labour market, namely, young people, women, the over-55s, and the disabled, to develop a life-cycle approach to work and working time, which is highly respectful of individual needs and, in particular, to set up incentives to encourage older workers to offer their work experience; therefore invites Member States, together with the social partners, to promote measures aimed at adapting labour relations and working time to the specific needs of these social groups;
