* Review the existing work on environment carried out by the bilateral Environment Working Group and initiate a substantial and separate policy dialogue on environmental issues of mutual interest with the State Environmental Protection Administration (SEPA), regarding both the domestic and international domains, in order to exchange information to enhance domestic policy development and implementation.

Taking into account the scale and global nature of the aviation industry and its impact on the environment, the EU takes action to reduce greenhouse gas (GHG) emissions caused by aviation in Europe, whilst working with the international community through the International Civil Aviation Organisation (ICAO) to establish measures with a global reach.

Will the Commission review the report on options for the future management of plutonium produced by the BNFL Stakeholder Dialogue's Plutonium Working Group, published by the London-based Environment Council on 31 March 2003, in particular the sections that deals with security and immobilisation of plutonium, as they may apply across the Europe Union?
Zal de Commissie een evaluatie maken van het verslag over de opties voor de behandeling van plutonium in de toekomst, opgesteld door de Werkgroep plutonium van de BNFL Stakeholder Dialogue (British Nuclear Fuels Ltd) en gepubliceerd door de in Londen gevestigde Raad Milieu op 31 maart 2003, in het bijzonder de delen die gaan over de veiligheid en het immobiliseren van plutonium, omdat deze wellicht in de hele Europese Unie van toepassing zijn?

That is why the resolution tabled by the Group of the Greens/European Free Alliance calls on you, in particular, to introduce binding measures with regard to car emissions – which are linked to air pollution – to introduce implementing measures in the context of the eco design directive, on which the Commission has fallen behind in comparison with its work programme, and to introduce a tax on aviation fuel as part of a broader fiscal reform that reduces the tax on work and that, as has long been recommended, penalises those products that are harmful to the environment.
Daarom wordt u in de resolutie van de Groenen opgeroepen onder meer verplichte maatregelen te treffen tegen de emissies van voertuigen – bron van luchtvervuiling – en uitvoeringsmaatregelen te nemen in het kader van de richtlijn inzake milieuvriendelijk ontwerp, waarbij de Commissie achterloopt op haar eigen werkprogramma. Wij vragen ook een belasting op kerosine in het kader van een ruimere fiscale hervorming die arbeid ontlast en die, zoals al langer wordt bepleit, milieuonvriendelijke producten juist zwaarder belast.
