The Water Framework Directive Working Group on Chemical Aspects will be encouraged to share its experience with the E-PRTR expert group in relation to the development of emission factors for compounds released to water.
De werkgroep "Prioritaire stoffen" die overeenkomstig de gemeenschappelijke uitvoeringsstrategie van de kaderrichtlijn water is ingesteld, zal worden aangemoedigd met de groep van deskundigen van het E-PRTR ervaringen uit te wisselen over de ontwikkeling van emissiefactoren voor chemische verbindingen die in het water worden uitgestoten.

The decree provides a structural basis for the various initiatives adopted by the Flemish Government in the fight against poverty: the establishment of an action plan to combat poverty; the setting up of a permanent consultation arrangement; financial and content-related support for "Associations where the poor have their say" which meet the following six criteria: encouraging the poor to meet in groups, giving a say to the poor, working towards the social emancipation of the poor, working on the social structures, organising dialogue and training activities, continuing to seek out the poor; support for the Flemish network of these associations, whose task is to support and co-ordinate the activities of the "associations where the poor have their say"; the training and insertion of experts in the day-to-day reality of poverty.
Het decreet biedt een structurele basis voor de verschillende in verband met armoedebestrijding genomen initiatieven van de Vlaamse regering: de opstelling van een actieplan voor armoedebestrijding; invoering van een permanente raadpleging; ondersteuning in financiële en inhoudelijke zin van de 'Organisaties waar de armen het woord nemen' die voldoen aan de zes criteria: de armen ertoe brengen zich te verenigen, de armen het woord geven, werken aan maatschappelijke emancipatie van de armen, werken aan maatschappelijke structuren, het organiseren van de dialoog en opleidingsactiviteiten, het opsporen van armen voorzetten; ondersteuning van het Vlaamse netwerk van deze organisaties, dat ten doel heeft de activiteiten van organisaties waar armen het woord nemen te ondersteunen en te coördineren; opleiding en betrokkenheid van deskundigen met ervaring op het gebied van armoede.

Article 39(1) TFEU, which defines the objectives of the common agricultural policy, mentions in point (c) "to stabilise markets", and Article 39(2) TFEU, mentioning aspects of which account shall be taken in working out the common agricultural policy, refers to "the particular nature of agricultural activity, which results from the social structure of agriculture and from structural and natural disparities between the various agricultural regions".

This draft regulation is an essential contribution to the compilation and evaluation of Community data concerning health and to the production of meaningful statistics on public health and health and safety at work. It covers key aspects such as data protection and financing, and its objectives are consistent and linked to various Community endeavours in the field of health and social issues.
Het onderhavige voorstel voor een verordening is een absoluut noodzakelijke bijdrage voor een communautaire vergaring en toepassing van gezondheidsgerelateerde gegevens en voor de indiening van expliciete statistieken over volksgezondheid en over gezondheidsbescherming en veiligheid op de arbeidsplaats. Essentiële aspecten zoals gegevensbescherming of de financiering zijn geregeld en de doelstelling van het ontwerp is duidelijk en staat in verband met diverse inspanningen van de Gemeenschap op gezondheids- of sociaal gebied.

According to the Treaty, in working out the common agricultural policy and the special methods for its application, account is to be taken of the particular nature of agricultural activity which results from the social structure of agriculture and from structural and natural disparities between the various rural areas.
In het Verdrag is bepaald dat bij het tot stand brengen van het gemeenschappelijk landbouwbeleid en van de daarvoor te treffen bijzondere voorzieningen rekening dient te worden gehouden met de bijzondere aard van het landbouwbedrijf, welke voortvloeit uit de maatschappelijke structuur van de landbouw en uit de structurele en natuurlijke ongelijkheid tussen de verschillende plattelandsgebieden.

4. Welcomes, in principle, the proposals on conditionality of direct aid, as an instrument that may serve to consolidate both the joint production aspect of agricultural activity and the social legitimacy of the CAP; considers, however, that the Commission's proposals need to be thoroughly revised with a view to ensuring their practical and uniform implementation throughout the EU so as to avoid distortions of competition; believes, furthermore, that permanent compensation is required to offset the resulting cost disadvantages for European agriculture;
4. ondersteunt principieel de voorstellen inzake voorwaarden voor rechtstreekse steun als noodzakelijk instrument om zowel het aspect van gemeenschappelijke productie van de landbouwbedrijvigheid als de maatschappelijke legitimiteit van het GLB te consolideren; is echter van mening dat de voorstellen van de Commissie grondig moeten worden herzien, om een praktijkgerichte tenuitvoerlegging in de gehele EU ter vermijding van concurrentieverstoringen te waarborgen; is bovendien van mening dat de kostennadelen voor de Europese landbouw die daaruit voortvloeien langdurig moeten worden gecompenseerd;

Desalniettemin is de Fractie van de Europese Volkspartij en Europese Democraten nog steeds - ons inziens terecht - van mening dat, algemeen beschouwd, sociale aspecten niet in deze zuiver technische richtlijn thuishoren, zelfs indien de Commissie en de Raad dat misschien anders zien. Wij zijn eveneens gekant tegen de participatie van passagiers bij de uitwerking van TSI's.

9. Requests the Commission to cooperate more closely with the European Cooperative Programme for Crop Genetic Resources Networks (ECP/GR) and the European Forest Genetic Resources Programme (EUFORGEN) in the distribution of tasks and to shift the emphasis of work under the programme from the 'permanent inventory' to the 'conservation of genetic diversity through utilization in agricultural and horticultural practice' so as to be better equipped for the new tasks after the reform of the CAP with a view to the necessary integration of economic, ecological and social aspects;
9. verzoekt de Commissie bij de taakverdeling nauwer overleg te plegen met het Europese samenwerkingsprogramma voor genetische hulpbronnen (ECP/GR), alsmede met het Europees Programma voor genetische hulpbronnen in de bosbouw (EUFOR-GEN) en het zwaartepunt van het programma van een "permanente inventaris" te verleggen naar "instandhouding van de genetische verscheidenheid door gebruik in de land- en tuinbouw", om met het oog op de nodige integratie van economische, sociale en milieu-aspecten beter te zijn voorbereid op de nieuwe taken na de hervorming van het GLB;
