Europol will be subject to the following controls: budgetary control, internal audit, annual reports by the European Court of Auditors, the annual discharge for the execution of the EU budget and possible investigations conducted by OLAF to ensure, in particular, that the resources allocated to agencies are put to proper use.

Points out that, following an amending budget for 2010, 2011 will be the first fully operational year for the European External Action Service (EEAS); intends to provide the EEAS with the necessary administrative means to fulfil its mission, especially with regard to the civil crisis management capabilities, but recalls that, under the treaty and in full accordance with the common intention to increase the EP’s involvement in the shaping and management of the EU’s external relations, it will fully exercise its scrutiny over the budget and budgetary control of EEAS; recalls that full budgetary transparency regarding the establishment plan of the Service needs to be ensured and that its likely "sui generis" nature will probably entail the creation of a new section in the EU budget;

Welcomes the acceptance by the President of Parliament of the principle of a political dialogue in the context of the discharge procedure, as well as the fact that, having been requested to do so, the Vice-president of Parliament responsible for the budget and budgetary control, who is also the chairman of the Audit Committee, participated in a political dialogue with the Committee on Budgetary Control at a public hearing held on 21 January 2008; calls for this dialogue to be grounded in future in written documentation consisting of the decisions of the Bureau and the Conference of Presidents which have a financial impact;
9. verheugt zich erover dat de Voorzitter van het Parlement heeft ingestemd met het beginsel van een politieke dialoog in het kader van de kwijtingsprocedure en dat op zijn verzoek de ondervoorzitter van het Parlement die voor begroting en begrotingscontrole verantwoordelijk is en die ook de voorzitter is van het auditcomité, deelgenomen heeft aan een politieke dialoog met de Commissie begrotingscontrole tijdens een publieke hoorzitting, die op 21 januari 2008 plaatsvond; verlangt dat deze dialoog in de toekomst gebaseerd zal zijn op een schriftelijke documentatie, welke berust op de besluiten van het Bureau en de Conferentie van voorzitters die een financieel effect hebben;

As chairman of the State Budget and Budgetary Control Committee since 2003, I have been in charge of the consideration of three State budgets.
Als voorzitter van de commissie voor de rijksbegroting en begrotingscontrole sinds 2003 heb ik leiding gegeven aan de behandeling van drie rijksbegrotingen.

At the same time, Europol will be funded from the general budget of the EU, placing it under the budgetary control of the European Parliament.
