Het is van bijzonder belang dat de Commissie bij haar voorbereidende werkzaamheden tot passende raadpleging overgaat, onder meer op deskundigenniveau, waarbij met name de Europese Toezichthouder voor gegevensbescherming, de Groep van artikel 29 en consumentenbeschermingsorganisaties moeten worden geraadpleegd .

This should take into account the recommendations made by the Working Party on the Protection of Individuals with regard to the Processing of Personal Data set up under Article 29 of Directive 95/46/EC (‘Article 29 Data Protection Working Party’) and contained in its ‘Working document on data protection and privacy implications in eCall initiative’, adopted on 26 September 2006.

In line with the recommendations made by the Working Party on the Protection of Individuals with regard to the Processing of Personal Data (the ‘Article 29 Data Protection Working Party’) in its Working document on data protection and privacy implications in eCall initiative, adopted on 26 September 2006, when deploying the eCall PSAP infrastructure, Member States are to ensure that the processing of personal data in the context of handling eCalls fully complies with the personal data protection rules provided for in Directive 95/46/EC of the European Parliament and of the Council and in Directive 2002/58/EC of the European Parliament and of the Council

(10) In line with the recommendations made by the Working Party on the Protection of Individuals with regard to the Processing of Personal Data (the ‘Article 29 Data Protection Working Party ’) in its Working document on data protection and privacy implications in eCall initiative, adopted on 26 September 2006, when deploying the eCall PSAP infrastructure, Member States are to ensure that the processing of personal data in the context of handling eCalls fully complies with the personal data protection rules provided for in Directive 95/46/EC of the European Parliament and of the Council and in Directive 2002/58/EC of the European Parliament and of the Council .
(10) Overeenkomstig de aanbevelingen van de Groep voor de bescherming van personen in verband met de verwerking van persoonsgegevens (de „Groep gegevensbescherming artikel 29”) in het op 26 september 2006 goedgekeurde werkdocument betreffende de gevolgen van het eCall-initiatief vanuit het oogpunt van bescherming van gegevens en van de persoonlijke levenssfeer, dienen de lidstaten er bij de uitrol van de infrastructuur voor eCall-alarmcentrales voor te zorgen dat de verwerking van persoonsgegevens bij de afhandeling van eCalls volledig voldoet aan de regels inzake de bescherming van persoonsgegevens die zijn vastgesteld in Richtlijn 95/46/EG van het Europees Parlement en de Raad en Richtlijn 2002/58/EG van het Europees Parlement en de Raad .

5. In order to ensure consistency in implementation of the measures referred to in paragraphs 2, 3 and 4, the Commission may, following consultation with the European Network and Information Security Agency (ENISA), the Working Party on the Protection of Individuals with regard to the Processing of Personal Data established by Article 29 of Directive 95/46/EC and the European Data Protection Supervisor, adopt technical implementing measures concerning the circumstances, format and procedures applicable to the information and notification requirements referred to in this Article.
5. Teneinde een samenhangende tenuitvoerlegging van de in de leden 2, 3 en 4 bedoelde maatregelen te waarborgen, kan de Commissie, na raadpleging van het Europees Agentschap voor netwerk- en informatiebeveiliging (ENISA), de bij artikel 29 van Richtlijn 95/46/EG ingestelde werkgroep voor de bescherming van personen in verband met de verwerking van persoonsgegevens en de Europese Toezichthouder voor gegevensbescherming, technische uitvoeringsmaatregelen aannemen in verband met, onder meer, de omstandigheden, het formaat en de procedures die gelden voor de in dit artikel bedoelde informatieverstrekkings- en kennisgevingseisen.

When adopting implementing measures on security of processing, the Commission should consult all relevant European authorities and organisations (the European Network and Information Security Agency (ENISA), the European Data Protection Supervisor and the Working Party on the Protection of Individuals with regard to the Processing of Personal Data established by Article 29 of Directive 95/46/EC), as well as all other relevant stakeholders, particularly in order to be informed of the best available technical and economic means of improving the implementation of Directive 2002/58/EC (Directive on privacy and electronic communications).
Bij het aannemen van de uitvoeringsmaatregelen inzake de veiligheid van de verwerking moet de Commissie alle betrokken Europese overheden en organisaties (het Europees Agentschap voor netwerk- en informatiebeveiliging (ENISA), de Europese Toezichthouder voor gegevensbescherming en de werkgroep voor de bescherming van personen in verband met de verwerking van persoonsgegevens ingesteld overeenkomstig artikel 29 van Richtlijn 95/46/EG), alsmede alle andere relevante belanghebbenden raadplegen, met name om informatie in te winnen over de beste beschikbare technische en economische methoden om de toepassing van Richtlijn 2002/58/EG (richtlijn betreffende privacy en elektronische communicatie) te verbeteren.

4. Asks the Working Party on Data Protection referred to in Article 29 of Directive 95/46/EC to inform Parliament on codes of conduct on data protection adopted by trade organisations and other bodies of control in reference to Article 27(3) of Directive 95/46/EC, in particular of codes submitted to it for assessment of compatibility with provisions adopted by Member States; suggests that the Working Party, in order to achieve true Community codes of conduct, takes account also of the scope of application of Regulation (EC) No 45/2001 and Parliament's considerations when examining the compatibility with Community law of codes of conduct submitted to it; notes that the Data Protection Supervisor, who will be engaged for the EU institution, will be bound by the Treaties" principles on greater transparency in decision making;
4. verzoekt de in artikel 29 van Richtlijn 95/46/EG genoemde Groep voor de bescherming van personen in verband met de verwerking van persoonsgegevens het Parlement te informeren over gedragscodes ter zake van de gegevensbescherming die zijn aangenomen door handelsorganisaties en andere voor de verwerking verantwoordelijke organen, onder verwijzing naar artikel 27, lid 3 van Richtlijn 95/46/EG, in het bijzonder over codes die aan de Groep zijn voorgelegd ter beoordeling van de verenigbaarheid met door lidstaten aangenomen bepalingen; stelt de Groep daarom voor om, teneinde tot daadwerkelijk communautaire gedragscodes te kunnen komen, bij het onderzoeken van de verenigbaarheid van de Gemeenschapswetgeving met de haar voorgelegde gedragscodes ook rekening te houden met het toepassingsgebied van Verordening (EG) nr. 45/2001 en de overwegingen van het Parlement; wijst erop dat het onafhankelijke controleorgaan, dat voor de EU-instellingen zal worden ingesteld, de in het Verdrag vastgelegde beginselen van grotere openheid bij het nemen van besluiten moet eerbiedigen;

Welcomes the Commission communication and the initial results of the work begun by the High-Level Working Party on Social Protection and the Economic Policy Committee following the request by the Lisbon European Council to examine the future evolution of social protection; welcomes the transformation of the High-Level Working Party on Social Protection to the Committee on Social Protection and the legal basis for this change provided for in the Treaty of Nice;
1. is tevreden met de mededeling van de Commissie en met de eerste resultaten van de werkzaamheden van de Werkgroep op hoog niveau voor sociale bescherming en het Comité van economisch beleid met betrekking tot het verzoek van de Europese Raad van Lissabon om een onderzoek in te stellen naar de toekomstige situatie van de sociale bescherming; is tevreden met de omvorming van de Werkgroep op hoog niveau voor sociale bescherming tot het Comité voor sociale bescherming alsook met de door het Verdrag van Nice terzake voorziene rechtsgrond;

The communication is intended to inform the work of the High Level Working Party on Social Protection on the long-term evolution of pensions. It recalls the principal challenges that pension systems will be facing and proposes a framework for analysis of the challenges and policy responses.
De mededeling heeft tot doel het onderzoek van de Groep op hoog niveau inzake sociale bescherming naar de ontwikkeling op de lange termijn van de pensioenen te onderbouwen en nogmaals de voornaamste problemen in kaart te brengen waarmee pensioenstelsels te maken zullen krijgen; ook bevat zij een voorstel voor een kader ten behoeve van een analyse van de uitdagingen en beleidsinitiatieven.
