The rapporteur is convinced that the text should include a reference to conserving genetic resources for agricultural use in the European Union, and therefore proposes an amendment which is intended to provide help for farmers and other local actors who preserve biodiversity, for instance of crops, localised in in situ collections. The goal would be to help such small-scale players to become "Union-trusted collections" in the terms of the proposed regulation.

With a view to achieving the aims of the common agricultural policy, implementation of the Convention on Biodiversity and Community policy for the protection of genetic resources in agriculture, a Community action programme is hereby established for a period of five years to coordinate and promote at Community level the work undertaken in the Member States for the conservation, characterisation, collection and utilisation of genetic resources in agriculture.

Similarly, the first recital mentions that biological and genetic diversity in agriculture is essential to the development of agricultural production and of rural areas, whereas the second recital refers that "[t]he preservation of genetic resources in agriculture also contributes to the aims of the Convention on Biological Diversity".
