With this backdrop in mind, the Portuguese Presidency has intensified discussion of the proposal for a Directive on passenger car related taxes [COM(2005)0261 ] in the Working Party on Tax Questions and has presented a compromise text that gives Member States more flexibility, namely in choosing the environmental performance criteria to be used as a basis for tax differentiation (grams of CO2 per kilometre, fuel consumption or other aspects that may help cut emissions).

By the end of February, the preparatory body responsible for examining the matter, in other words the Council Working Party on Social Questions, will have discussed the proposal in six meetings.

As is pointed out in the above-mentioned Commission paper on fighting terrorism, there are good arguments to improve the coordination of counter-terrorism activities inside the EU institutions (following the good example of the EU compendium of threat assessments written by TWG and COTER, or common meetings of these two working parties) and to reinforce the role of the Terrorism Working Group in preparing EU policy-making.
Zoals in bovengenoemd document van de Commissie over terrorismebestrijding al is gezegd, zijn er goede redenen om de coördinatie van de activiteiten inzake terrorismebestrijding binnen de EU-instellingen te verbeteren (naar het goede voorbeeld van het door TWG en COTER opgestelde EU-compendium van risicoanalyses of de gezamenlijke vergaderingen van deze twee werkgroepen) en de Werkgroep Terrorisme een grotere rol te laten spelen bij de voorbereiding van het EU-beleid.
