The Working Party will prepare the action plan in consultation with the Commission and will at least once per semester monitor its implementation, which should be adapted if so required by on-going developments.

12. Regrets the lack of a proposal for a new social action programme and calls on the Commission to submit such a programme, which sets out a practical plan, including a timetable for implementation and measures for social protection on the basis of Article 140 of the Treaty;
