In the course of implementing the programme, cooperation with third countries and with international organisations competent in the sphere of public health, in particular the World Health Organisation, the Council of Europe and the Organisation for Economic Cooperation and Development, or able to have an impact on public health such as the World Trade Organisation and the United Nations Food and Agriculture Organisation shall be encouraged in accordance with the procedure laid down in Article 9(3).

Total EU aid (Commission and Member States) amounts to ECU 1.098 billion, or 53% of total world food aid (USA=44%, Japan=3%) As the Copenhagen European Council recently underlined on the subject of development cooperation, the Regulation highlights food aid's role as a "social and political stabilizing factor" and in "prevention and intervention when crises arise in the developing countries".
In overeenstemming met wat onlangs op de Europese Raad van Kopenhagen met betrekking tot de ontwikkelingssamenwerking werd opgemerkt, steunt de verordening op de overtuiging dat de voedselhulp op sociaal en politiek gebied een stabiliserende functie vervult en in de ontwikkelingslanden crisissituaties helpt voorkomen en oplossen.
