EMPHASISES that priority must be given to the improvement of public and consumer opinion about forestry and forest products, assuring them that forests are managed sustainably; NOTING that forest certification schemes are market-based instruments which aim to seek to improve consumer awareness of the environmental qualities of sustainable forest management and to promote the use of wood and forest products as environmentally friendly and renewable raw materials, and that forest certification schemes should be comparable and the performance indicators should be compatible with internationally agreed principles of sustainable forest management and furthermore should comply with conditions regarding their voluntary nature, credibility, transparency, cost efficiency, open access and non-discriminatory character with respect to forest types and owners; one essential point in ensuring credibility should be the independent audit of forest management; INVITES the Commission to consider the possibility for further action at EU level;

BENADRUKT dat prioriteit moet worden gegeven aan de verbetering van het imago van bosbouw en bosproducten bij publiek en consument door hun de verzekering te geven dat bossen duurzaam worden beheerd; MERKT OP dat boscertificatieregelingen op de markt steunende instrumenten zijn die tot doel hebben de consument beter voor te lichten omtrent de milieukwaliteiten van duurzaam bosbeheer en het gebruik van bos en bosproducten als milieuvriendelijke en hernieuwbare grondstoffen te bevorderen, en dat boscertificatieregelingen vergelijkbaar moeten zijn en de prestatie-indicatoren verenigbaar dienen te zijn met internationaal overeengekomen beginselen van duurzame bosbeheerbeginselen en verder zouden moeten voldoen aan voorwaarden inzake vrijwilligheid, geloofwaardigheid, transparantie, kostenefficiëntie, open toegang en afwezigheid van discriminatie wat bostypen en eigenaren betreft; van wezenlijk belang voor de geloofwaardigheid is een onafhankelijke controle op het bosbeheer; VERZOEKT de Commissie na te gaan of verdere maatregelen op EU-niveau mogelijk zijn;
